Team Purpose
The Sub Contract Unit aims at maintaining the relationship between the organizationand the Sub recipients (partners), ensuring the funds made available to Sub recipients (SR) are properly utilized for the purpose they are meant for (program interventions). To ensure Sub recipients carry out program activities in accordance with the funder's policy and the rules and regulations of the organization to mitigate fraud and work with other units to provide mentoring and training for Sub recipients in order to get the hands of the Sub recipients on the job.
Organizational Development & Improvement (ODI):
The Sub Contract Unit involves in the co-developing of Sub package (Sub agreement, Budget and scope of work), ensuring a dedicated account open by the Sub recipients to avoid co-mingling of funds, aggressive funding and reduce the risk of bulk withdrawers of funds, provide mentoring to Sub recipient on financial management and monitor their activities (Financial and program) on monthly and quarterly basis.
Specific Duties & Responsibilities
Provide support to Sub Contract/Finance officer in the preparation of the annual budget for Sub recipients.
Participate in external quality assurance review of Sub sub-recipient’s financial documentation and ensure corrective actions are implemented.
Participate in financial and program monitoring review visit in collaboration with the organization’s program staff to ensure Sub recipient’s compliance with program, budget, funders rules and regulations including the organization’s policies.
Review Sub recipient’s monthly financial report and work with program staff to ensure the narrative (technical) report comply with the funding.
Work with Strategic Information Unit in preparation of monthly scorecard as deem fit by management for Sub recipients on cost per target.
Ensure Sub contract financial documents are scanned and kept in a safe location
Any other duties consistent with the position as assigned by the Supervisor
Job Purpose
The Sub Associate will support program implementation in the sources and disbursement of funds, financial reporting, support in the co-development of Sub package, prompt submission of monthly reports from the Sub recipients, support the Sub recipient to prepare monthly expenditure report, compress the expenditure report to a quarterly template to be submitted to the funder and budgeting and controls among these core functions listed below:
Essential Duties and Responsibilities
Support the process of developing COP budget and work plans
Manages the sourcing and efficient disbursement of funds from donors
Ensure timely recording, scanning and filing of all subcontract transactions.
Work with the Strategic Information Unit in preparation of mthe onthly, quarterly scorecard as deemed fit by management.
Ensure subcontract financial documents are scanned and kept in a safe location
Participate in financial and program monitoring review visit in collaboration with the organization’s program staff to ensure sub-recipient’s compliance with program, budget, funders' rules and regulations, including the organization’s policies.
Any other duties consistent with the position as assigned by the Supervisor.
Qualifications & Experience
Bachelor’s Degree or equivalent in Business Administration, Accounting, Finance or in related field.
Professional Certification an added advantage i.e. ICAN, ACCA or recognized equivalent.
Minimum of three years in financial management, accounting, and administration. Working experience with an international NGO working with USG funding is an added advantage.
Knowledge of CDC, USG/other donor rules, regulations, and procedures concerning subcontracts is an advantage
Ability to work independently with minimal supervision,
Good working knowledge of Word, Excel and Outlook required
