Job Title: National Consultant
Locations: Abuja (FCT), Bauchi, Borno, Kebbi, Kogi, Nasarawa, Oyo, Plateau and Sokoto
Timeline for activities: June - November 2025
Purpose of the assignment
The purpose of this ToR is to engage research personnel that will carry out data collection, analysis and interpretation for EoC evaluation based on LQAS approach. The consultant and the supervisor will train data collectors and oversee data collection process while other personnel will carry out the actual data collection using an electronic platform.
Scope of Assignment
The EoC evaluation will be conducted in the eight states and FCT Abuja supported by PF where SMC is being implemented. The process will involve identification, selection and training of supervisors at a training of trainers (ToT) and subsequently, data collectors in the states.
Methodology
The aim of the EoC evaluation is to assess SMC coverage and adherence of community drug distributors (CDDs) to treatment protocol immediately and not more than 5 days after each cycle of treatment. The findings will be analysed and any ward (lot) scoring less than 80% will be targeted for corrective measures in their area of poor performance, for improvement in subsequent cycles. Specific Objectives
National Consultants (one per state):
S/he will have an overall technical coordination role and lead in planning and implementing the surveys as well as interpretation of results and report writing for the assigned state. S/he will train survey supervisors and data collectors supporting the assigned state. Prior to this, the consultants will be briefed by the SMC team and given background documents to study.
S/he will work with the lead consultant and MC Technical team members to ensure submission of state specific data, reports, support the lead consultant (as necessary) to respond to comments from reviewed reports and finalize the overall reports. S/he will be identified and recruited and contracted as per the state implementation timelines and details in the timing section of this ToR.
Overall technical oversight for implementation of the EoC protocol in assigned state.
Collectively develop agenda for the training of data collectors.
Facilitate the training of data collectors and supervisors in their respective assigned states.
Collectively review the supervision checklist that will guide supervisors during data collection.
Develop pre and post test questions as well as qualitative performance assessment checklist to be used for final selection of data collectors.
The dataset from each of the LQAS cycles
Download analyzed data from the electronic platform - SurveyCTO.
Interpret the analyzed data in a simple usable form for SMC personnel.
Facilitates the feedback mechanism of findings as appropriate.
Present feedback of LQAS to country office and state teams.
Write technical report highlighting key findings and recommendations for the assigned state.
Expected Output / Deliverables
Deliverables for National Consultant:
Conduct a high-level technical briefing with the National Program Team on evaluation protocols and reporting standards.
Perform data validation, cleaning, and quality assurance of all state-level datasets using STATA or equivalent statistical software.
Merge cleaned datasets into a single, nationally representative database.
Perform advanced data analysis to generate key findings, trends, and patterns across the focal states and FCT.
Train National Consultants and Supervisors on quality control processes, data management, and reporting requirements.
Collaborate with the Malaria Consortium Technical Team to ensure adherence to required templates, reporting formats, and quality benchmarks.
Draft, submit, and finalize:
A consolidated National Technical Report (narrative format) following the Malaria Consortium standard reporting template.
A PowerPoint presentation summarizing key findings, challenges, lessons learned, and strategic recommendations.
Address technical feedback on draft reports and revise submissions accordingly.
Type of personnel required: National Consultant
Must be a Degree holder in Public Health, Demography, Statistics, or other related disciplines with at least 8 years’ post-qualification experience.
Minimum of 5 years’ experience in public health research methodology.
Must be familiar with SurveyCTO, STATA, and other statistical software.
Ability to demonstrate good facilitation skills.
Demonstrable report writing skills.
Availability for the whole of the period of the survey.
Must not be a staff of the Government or involved in SMC activity at any level and in any State Ministry of Health (SMoH).
The Lead Consultant must be resident in Abuja, while the state consultant must be resident in the state for which s/he applied for.
For this position, previous working experience with MC and in SMC are added advantages.
