Damnaish Human Capacity Building Initiative (DHCBI) is a Humanitarian Non-Governmental Organization, founded in 2014 and incorporated with the Nigerian Government (Corporate Affairs Commission) in 2015 (CAC/IT/No 83231) to provide humanitarian assistance, in terms of emergency and Capacity building, social development and empowerment to eradication poverty and the fear of want. It has since its inception, been strategizing, collaborating, and interfacing with relevant stakeholders toward enhancing the individual’s ability to break free from poverty or bounce back in times of crisis.
Our society has over the years been bedeviled by insecurity, poverty, illiteracy, disease, hunger, malnutrition, lack of access to clean, water bad sanitation, human rights abuses environmental degradation as well a lack of economic opportunities, making it possible for the humanitarian crisis to thrive. DHCBI, therefore, has tailored its humanitarian services to building or restoring the capacity of individuals and communities towards rapid and quick recovery by supporting livelihoods and sustainable basic services through some articulated programs.
We are recruiting to fill the position below:
Job Title: Monitoring and Evaluation (M&E) Officer
Location: Maiduguri, Borno
Contract Type: Contract
Contract Duration: 8 months (renewable based on performance and funding)
Job Summary
We are seeking a highly skilled and motivated Monitoring and Evaluation (M&E) Officer to lead the strengthening of DHCBI’s M&E department.
The M&E Officer will be responsible for designing and implementing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system across all DHCBI projects.
This includes developing data collection tools, databases, and reporting frameworks to support data-driven decision-making and enhance program quality.
Lead the design, implementation, and strengthening of DHCBI’s M&E systems across all sectors and projects.
Establish M&E policies, procedures, and tools in line with organizational and donor requirements.
Build and manage a central M&E database for all project data, ensuring secure, reliable, and accessible storage and retrieval.
Build the capacity of project teams on M&E tools, systems, and best practices.
Project Monitoring & Learning:
Design logical frameworks, indicators, and M&E plans in collaboration with program teams.
Track project performance, progress against indicators, and support project teams with evidence-based insights.
Coordinate baseline, midline, and endline assessments; ensure quality data collection and analysis.
Facilitate learning and adaptive management by documenting lessons learned, success stories, and best practices.
Reporting & Accountability:
Produce high-quality M&E reports (weekly, monthly, quarterly, and annual) for internal use and for donors such as WFP, FAO, and others.
Support third-party monitoring (TPM) efforts and provide timely responses to information requests.
Establish systems for beneficiary feedback, complaints handling, and accountability.
Work closely with the Communications, Programs, and Grants teams to ensure evidence-backed communication of impact.
Coordination & Representation:
Represent the M&E unit in internal and external coordination forums, including sectoral working groups and donor review meetings.
Foster collaborative relationships with implementing partners, donors, and TPM actors to promote harmonized M&E approaches.
Compliance, Safeguarding & Ethics:
Ensure adherence to PSEA (Prevention of Sexual Exploitation and Abuse) and safeguarding protocols.
Uphold DHCBI and donor compliance and ethics standards in all activities.
Requirements
Education & Certification:
A Bachelor's Degree in Social Sciences, Statistics, Economics, Development Studies, Public Health, Computer Science, Agriculture, or related fields. A Master’s Degree or additional certifications in M&E, Statistics, or Project Management is a strong advantage.
NYSC discharge certificate is mandatory.
Experience:
Minimum of 5 – 7 years of proven experience in M&E roles within humanitarian or development organizations, preferably in North-East Nigeria.
Demonstrated experience in designing M&E systems, tools, and databases for multi-sectoral programs.
Strong background in data management, analysis (using Excel, SPSS, KoboToolbox, Power BI, etc.), and reporting.
Skills & Competencies:
Excellent knowledge of M&E methodologies including Results-Based Management (RBM), Logical Framework Analysis, and Theory of Change.
Ability to train and build the capacity of staff and partners.
Excellent writing, presentation, and interpersonal communication skills.
Fluency in English and Hausa (both written and spoken); knowledge of other local languages is an asset.
Ability to work independently, prioritize, and meet tight deadlines under pressure.
Demonstrated commitment to humanitarian principles, gender equality, and inclusive programming.
