Job Description
Background:
Reporting to the Head of mission, the Human Resources Manager will be in charge of the overall management of COOPI Nigeria mission Human Resources department (national and international staff) as well as the supervision of the HR matters.
S/he ensures that HR management is consistent with COOPI policies and framework as well as with local regulations.
S/he actively analyses changes in context so as to identify the risks and opportunities in his/her scope of responsibility.
Under the guidance of Head of Mission, the Human Resources Manager provides solutions to a wide spectrum of complex HR issues in a collaborative, client-oriented manner.
Duties and Responsibilities
Manage all core HR departmental areas, including payroll, employee relations, HR admin, learning and development, internal recruitment, employee engagement, and maintaining and improving HR systems.
Provide advice and direction where needed to the HR team on work priorities, budget and staff resources, strategy, policy, organization and staff management issues.
Provide technical support, advice, and capacity building to enhance the team's skills and capabilities.
Current regulation compliance, including accepted professional standards, policies and procedures and legislation (including legislation on data protection, the Equality Act and health and safety).
Review COOPI Nigeria mission HR policies and develop any other HR policies according to the organizational needs.
Assure that COOPI staff policies and procedures in addition to the Labor Laws of Nigeria are adhered to.
Provide advice and assistance with writing JD’s, ensure that accurate JDs are in place, maintain a library of base JD’s, technical tests, and interview grids, and work with the coordination team to develop and review these tools.
Develop staff appraisal management system, compile completed appraisals and update the performance appraisal tracking sheet.
Control the performance review programme to deliver continuous employee development.
Support staff development initiatives, recommending learning and development opportunities.
Focal point of Nigeria statutory bodies (FIRS, NSITF, pensions) and staff insurance.
Review recruitment requests and JD’s to ensure they are in line with the mission staffing plan
Manage the COOPI employee programmes, staff benefits and packages.
Conduct annual remuneration and benefit surveys and reviews in collaboration with the Senior Management team.
Manage the diversity, equality, and inclusion values and practices within the COOPI mission in Nigeria.
Review the HR content for briefings and inductions and ensure the onboarding process is handled in a professional manner to expedite the settling in period for all new staff in the mission
Ensure the offboarding process is handled in a professional manner to ensure everyone is consistently treated fairly.
Manage the allocation of HR budgets.
Ensure internal HR communications, including any issues, initiatives and programmes are well planned, coordinated, relevant, timely and adhere to COOPI’s values.
Responding to audit requests in a timely manner, working with the assistants and the HR team to ensure audit requests are attended to in a timely manner.
Develop staff contract calendar and ensure that timely renewals and notices are received by all staff.
Manage staff annual leave plan of the mission
Any other task assigns by line manager.
Required Skills and Experience
Education:
Minimum of a Bachelor’s Degree in HR Management, or Social Sciences, or other related discipline preferred.
Experience:
At least 3 - 4 years of relevant professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
Desired Experience: 3 - 5 years working in an INGO, HR department
Previous experience working for INGOs an asset, handling a large base over 100 staff.
Understanding of national labor laws and employment.
Proven leadership skills and a competence in people management
Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
Excellent skills in handling and advising on complex people management issues
Experience in developing Human Resources strategies and policies, and driving implementation
Experience in the usage of computers and office software packages (MS Word, Excel, etc).
Ability to work in a stressful environment, taking initiative & prioritizing multiple tasks with minimal supervision.
