Job Title: Senior TB Advisor

Position Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP will provide long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios, and improve coordination between USAID and the host government.
This individual will be hired as a CCN/TCN - Local Compensation Plan (LCP)
Responsibilities
Support NTP in effective delivery of life-saving humanitarian assistance (LHA) and service delivery through utilization of domestic and donors’ (e.g. the Global Fund) resources.
Assist the NTP and MOH with effective delivery of LHA TB services, including but not limited to
active case finding, screening, diagnostics, treatment and prevention.
Provide technical support and actively engage with field work to implement programmatic and
clinical interventions at national and sub-national levels.
Assist in monitoring the progress of TB program implementation and provide recommendations for improvements of service delivery.
Review and analyze performance reports submitted to the Global Fund (GF) and other partners.
Help organize regular discussions among the GF, NTP, and partners to ensure alignment of technical approaches in the respective TB portfolio.
Provide support to NTP management in identification of performance gaps, potential barriers and bottlenecks, and facilitate consensus on targeted interventions to improve performance on key indicators attributable to the reduction in TB incidence and mortality.
Support the implementation and expansion of NTP’s best practices in TB service delivery nationwide.
Support MOH and NTP in routine review of service delivery processes and outcomes.
Promote the dissemination of best practices and effective models nationwide.
Promote prioritized interventions in case finding, including active case finding and TBCI, to minimize TB transmission in communities.
Support of the adoption of rapid diagnostics and Drug susceptibility testing (DST), including next- generation sequencing (NGS) to improve treatment outcomes.
Support NTP in aligning Performance Based Monitoring and Evaluation Framework (PBMEF) in key operational settings such as TB contact investigation (TBCI) and active case finding (ACF)
Assist NTP with the scale up of effective models in TB treatment delivery, including preventive treatment.
Support NTP in effective utilization of GF grants and other donors’ resources.
Qualifications
Higher University Education:
Medical Degree
Master's of Public Health, Advanced Sciences in Community Health (preferred), Postgraduate Diploma in Management Studies
Main Experience Required:
Over 20 years of experience in infectious diseases control, particularly TB and HIV, but also MCH, Nutrition, and WASH.
Over 20 years of progressively responsible experience in designing, implementing and managing TB and/or public health programs in developing countries, with a preference given to candidates with experience in Africa.
Demonstrated experience managing successful teams of experienced professionals.
Demonstrated technical leadership, program management, strategic planning, policy experience and problem-solving skills working on complex projects in a highly sensitive environment are required.
Experience with managing USG-funded public health programs and understanding USG rules and regulations preferred.
Ability to work effectively with a broad range of local and USG personnel and partners and have demonstrated skills in donor coordination and collaboration. Ability to work both independently and in a team environment to achieve consensus on policy, program and administrative matters is a must.
Ability to work effectively in a team environment and communicate information to both health and non-health audiences, and achieve consensus on policy, project, research, and administrative matters.
Proven ability to communicate quickly, clearly and concisely – both orally and in writing -- in English is essential.
Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.
Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, and other relevant software) are required for effectively operating in this position. Good computer skills are required to implement, analyze, and monitor, and manage activity goals, inputs, outcomes, and achievements.
