New City University is a newly licensed private university in Nigeria, specifically located in Aiyetoro, Ogun State. The prestigious institution offers programmes in the following Faculties: Faculty of Basic Medical and Allied Sciences, Faculty of Communication and Media Studies, Faculty of Computing and Sciences, Faculty of Social and Management Sciences, and Faculty of Law.

Job Description

• The Bursar is the Chief Finance Officer of the University and is directly responsible to the Vice-Chancellor for the management and control of the financial administration of the University.
• The Bursar, as a Principal Officer and a member of the University Management Team, provides expert advice regularly on issues of internal revenue generation, disbursement of funds, investments and other related financial issues.
• He/She shall advise the Vice-Chancellor on finance-related matters, coordinate the development and update the University's financial management plans, coordinate the preparation of periodic income and expenditure statements, balance sheet, cash flow estimates and consolidation, when necessary.
• He/She shall ensure that accurate records are maintained of all assets and liabilities held by the University.
• The duties shall include monitoring monthly income & expenditure, balance variances against the budgets and ensuring that they are reconciled, monitoring treasury activities including cash flow projections and forecasts for prudence and accountability, negotiating with financial and government regulatory institutions with regard to financial matters.

Requirements
The candidate is expected to:

• Not be below the rank of Deputy Bursar, who has spent at least three (3) years in that position.
• Demonstrate evidence of consummate management and leadership passion and drive in previous positions, and in addition, must possess excellent communication and interpersonal relationship skills.
• Exhibit the ability to be a team leader, who can lead by example, his clear mentorship skills and plans, should not be older than sixty (60) years of age upon appointment. Exhibit a considerable degree of competence, responsiveness, demonstrable integrity and transparency on matters of financial resource management with outstanding experience at the management level.
• Be computer literate and proficient in relevant computer applications to e-accounting as applicable to the running of a complex and modern University System. He/She must be focused and innovative.
• An appreciable level of ICT literacy and the ability to meet deadlines.
• Enjoy strong physical and mental health.

Qualifications and Experience

• The candidate for the post of Bursar must possess a good first degree not below Second Class Lower Division in Accounting and Finance from a recognised university with at least fifteen (15) years post-qualification experience in an institution of higher learning, most of which must be in the Accounting Cadre of a University.
• He/She must have served at the level of Deputy Bursar or equivalent for a minimum of 3 years and shall not be more than 60 years.
• The applicant must be a Chartered Accountant with professional qualifications such as ICAN, ANAN, ACA, CIMA, CPA, ACCA or other equivalent professional bodies.

Conditions Of Service

• New City University offers conditions of service comparable with what obtains in similar private universities of its standing, as well as those in the Nigerian public university system and as may be determined by the Council from time to time.
• The University Bursar will hold the position for a single term of five (5) years.
