The Complex
The Vice Presidency, Technology and Corporate Services (TCVP) serves as the cornerstone for the Bank's technology and corporate services initiatives. Committed to efficiency and customer satisfaction, TCVP designs, develops and delivers high-quality IT solutions and corporate services.
The TCVP responsibilities cover a wide range of areas, from the strategic development and implementation of the Bank's IT systems, cybersecurity and business continuity plans to the management of real estate, procurement, corporate travel, and language services.
Through its leadership, TCVP ensures that these essential functions are performed in accordance with the Bank's mission, thereby enhancing overall corporate effectiveness.
The Hiring Department / Division
The Department responsible for real estate management, general services and procurement has the essential mission of supervising the tendering of contracts for goods, works, services and real estate, while also managing the Bank's assets and institutional services (travel on behalf of the institution, logistics, catering and mail services, vehicle fleet).
To this end, the Department formulates and applies not only procurement policies and rules, but also guidelines for the management of facilities and real estate services. It also draws up administrative policies and ensures their proper and effective application within the Bank in areas such as communications, transport, travel, security, protection and safety of persons and property and of the Bank and performs related functions.
The Department is also responsible for managing the Bank's fixed assets. The Real Estate Management, General Services and Purchasing Department comprises three divisions: i) Facilities Management and Operations; ii) Corporate Purchasing; and iii) Support Services.
The Operations and Maintenance Division (TCGS.1) of the Real Estate, General Services and Purchasing Department (TCGS) is responsible for procurement and management of the Bank's fixed assets, i.e., land, buildings and technical installations, furniture and office equipment.
To this end, it is responsible for: (i) investment planning and programming, (ii) property maintenance, (iii) operation and maintenance of technical equipment and facilities (iv) fixed asset management, (v) support for the Bank's decentralization policy through the opening of an ongoing support for country and regional offices (identification, lease negotiation, planning and upgrading of space to Bank standards).
The Position
Under the supervision of the TCGS.1 Division Manager, the incumbent is responsible for monitoring technical maintenance services to ensure the smooth running of all technical installations and equipment on the Bank's premises at its Headquarters in Abidjan. These facilities include electricity, air conditioning, ventilation, elevators, inverters, generators, fire detection systems, and various equipment.
Key Functions
Under the supervision and guidance of the TCGS.1 Division Manager, the incumbent will perform the following tasks:
Monitor the execution of work on technical facilities and equipment: electricity, elevators, UPS systems, generators, air conditioning and ventilation, fire safety, and the Bank's real estate at its Headquarters.
Coordinate the execution of maintenance and operating contracts for technical facilities and equipment.
Compile planned maintenance programmes for technical facilities and equipment, submitted by the various service providers.
Monitor the quality of services provided by contractors and conduct periodic assessments of service providers for maintenance and work on technical equipment.
Conduct periodic regulatory inspections of technical facilities and monitor the implementation of relevant recommendations made by inspection agencies.
Monitor energy consumption (water and electricity) at the Bank's sites at headquarters and compile statistics to enable the follow-up of energy-saving measures.
Participate in the preparation of operating and capital budgets for technical facilities and equipment.
Analyze customer requests and monitor customer satisfaction in liaison with customer services.
Participate in the preparation of technical files for the procurement of goods, works and services relating to technical facilities and equipment.
Make budget commitments for works and service contracts in the Bank's financial system.
Initiate and monitor payments due to contractors under technical equipment section contracts.
Monitor technological developments in the field of technical equipment and make recommendations for improvements.
Perform all administrative tasks required by the position.
Competencies (Skills, Experience and Knowledge)
Hold at least a Bachelor's Degree in Electrical Engineering / Electromechanical Engineering / HVAC Engineering or a related discipline.
Have a minimum of four (4) years of experience in technical maintenance in the field of high-rise buildings (IGH) and/or public access buildings.
Be familiar with contract management with service level agreements (SLAs).
Ability to work as part of a team.
Good interpersonal skills.
Good customer orientation.
Ability to speak and write fluently in French and/or English. A good working knowledge of the other language would be appreciated.
Ability to use standard Microsoft Office software: Word, Excel, Outlook, PowerPoint, MS Project. Working knowledge of SAP would be an asset.
