The Incorporated Trustees of Widows and Orphans Empowerment Organization [hereinafter referred to as “Widows and Orphans Empowerment Organization (WEWE)”] is a women-led, local not-for-profit Non-Governmental Organization (NGO). This recruitment aims to identify staff who will work with WEWE to achieve its strategic objective of preventing and caring for survivors of Gender-Based Violence (GBV).

WEWE’s strategic objective for Gender-Based Violence (GBV) is to eradicate all forms of violence and discrimination based on gender. This involves implementing comprehensive interventions to prevent, respond to, and address GBV. The objective aims to create safe spaces, provide support services for survivors, raise awareness about GBV, and engage communities in fostering a culture of gender-sensitive behavior.

We are recruiting to fill the position below:

Job Title: Monitoring and Evaluation, Research and Learning (MERL) Consultants

Location: Abuja
Employment Type: Contract

Job Summary

  • We invite qualified research Consultants with proven expertise in data collection, field research and analysis to submit a comprehensive baseline/formative assessment survey.
  • Experience with faith-based and community development settings would be an added advantage.

Objective of the Assignment

  • The primary objective is to conduct a comprehensive baseline survey that identifies knowledge gaps among church leaders and members in Nigeria. This data will inform future programming, training, and advocacy efforts.

Key tasks include:

  • To determine the level of knowledge about what constitutes GBV.
  • To explore the beliefs and theological perspectives surrounding GBV.
  • To assess the attitudes of church members and leaders toward survivors and perpetrators.
  • To examine current practices in response to GBV within church communities.
  • To identify regional, denominational, and gender-based disparities in knowledge.
  • To identify training and policy needs for churches to address GBV more effectively.
  • To prepare and submit the ethical approval for the baseline.
  • To prepare a Research Protocol for the Baseline Survey.
  • To design and develop questionnaires/tools for quantitative and qualitative data collection.

Scope of Work

  • This survey seeks to conduct a comprehensive assessment of KABP gaps among church leaders within the denominational structures of CAN blocs within the 36 states and the Federal Capital Territory (FCT).

Nationwide Survey Implementation:

  • Design and deploy a mixed-methods data collection strategy utilizing both field-based and digital tools to ensure comprehensive geographic and demographic coverage.
  • Conduct surveys across representative sample size of the 36 states and the FCT, ensuring representation across denominational lines, socio-economic groups, rural and urban contexts, and regional distinctions.
  • Leverage technology-enabled tools (e.g., mobile data collection platforms, including GIS) to enhance efficiency, accuracy, and scalability.

Stakeholder Engagement with Church Networks and Denominations:

  • Identify and engage a diverse range of Christian bodies under CAN
  • Facilitate structured consultations through Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and stakeholder roundtables.
  • Document institutional frameworks, leadership dynamics, community reach, and thematic focus areas across church networks.

Data Analysis and Strategic Reporting:

  • Conduct rigorous quantitative and qualitative data analysis to identify trends, challenges, opportunities, and regional variations.
  • Produce a high-quality, insight-driven final report including:
    • Executive Summary
    • Methodology Overview
    • Key Findings and Thematic Insights
    • Visual Data Dashboards (maps, charts, infographics)
    • Strategic and Operational Recommendations
    • Ensure the report is designed to inform policy, programming, partnerships, and investment strategies.

Enumerator Training on Data Collection tools and reporting: Ensure that at the end of the training the enumerators should be able to:

  • Understand the purpose of the baseline assessment.
  • Familiarize enumerators with the questionnaire/tools.
  • Ensure consistent data collection methods.
  • Equip enumerators with skills in communication, consent, and ethical practices.
  • Train enumerators to handle challenges in the field (e.g., language, cultural sensitivity)

Monitoring and Evaluation (M&E) Framework Development:

  • Design a practical, adaptable M&E framework to enable ongoing tracking and evaluation of church-based initiatives and partnerships.
  • Recommend relevant indicators, data collection tools, feedback loops, and reporting mechanisms.
  • Explore options for digital M&E platforms to support real-time learning, performance monitoring, and impact assessment.

Eligibility Criteria

  • Applicants must have a minimum of a master’s degree in any of the following or related fields: statistics, biostatistics, economics, analytics, mathematics, or any related social science
  • A doctorate in a relevant course will be an added advantage.
  • Proven experience of conducting large-scale baseline surveys in Nigeria (especially faith-based or social research)
  • Capacity to mobilize field teams across diverse geopolitical zones
  • Demonstrated expertise in qualitative and quantitative research methods
  • Experience working with faith-based organizations or communities (an advantage)
  • Knowledge of Python, Kobo Collect, Geographic Information System, Statistical Package for the Social Sciences, Stata.
