Job Summary
We are currently looking to fill the role of Senior Energy Officer who will be responsible to coordinate, monitor and improve the energy performance of all ACF facilities and ensure the electrical safety of people and equipment within ACF.
Key Responsibilities
Perform electrical safety diagnostics of ACF facilities of the bases of assignment;
Audit of future facilities in security and production means;
Carry out diagnostics and sizing of electrical production sources for the ACF facilities in his/her areas of assignment;
Control and ensure that ACF buildings comply with the energy standard (diagnostics & recommendations);
Regular control of installations and equipment (air conditioners, refrigerators, washing machines, ...) ;
Write the works terms of reference for subcontracting;
Compliance check after subcontracting works;
Identification and validation of electrical suppliers;
Quality and quantity control of delivery on base;
Define and improve energy requirements and means of production;
Audit of future buildings in security and means of production;
Quantify energy needs, verify that the means of production are sufficient and adapted;
Propose solutions to improve the facilities, including reducing the environmental impact of energy production;
Support the logistics teams in the choice of their electrical production means;
Define the budgetary needs in order to support the logistics teams in the choice of their production means solutions;
Support to the logistic teams in the evaluation of the recycling capacities of electrical equipment;
Plan and organize the maintenance of production equipment;
Support the log teams in carrying out maintenance;
Checking the presence of spare parts for maintenance;
Regular monitoring of production sources;
Define a multi-year investment and renewal plan for production sources based on the needs and life cycles of existing resources;
Direct realization of the maintenance of the equipment of production/energy source;
Draw up a preventive maintenance schedule for electrical equipment and installations;
Electrical cabinets, power cable, light bulbs & other;
Inverters & battery systems (with or without solar);
Solar energy systems;
Generators;
Tension stabilizers;
Automatic source inverters
ICT UPS
Video surveillance system and security camera

Consolidate and analyze the intervention sheets (preventive or curative) of the country base of the teams and subcontractors, draw a technical analysis and optimization and/or mutualization solutions;
Train a focal point to perform level 1 maintenance (change filters);
Supervise level 1 maintenance (outsourced or focal point);
Carry out level 1 maintenance (during a visit);
Perform level 2 maintenance;
Supervise subcontracted level 2 maintenance;
Supervise subcontracted level 3 maintenance (complex repairs) in the capital or region;
Design and write work specifications;
Design the necessary equipment list;
Support the Supply Team for the order and the choice of the supplier (evaluation table);
Supervise the work schedule and the associated human resources;
Supervise the progress of the work and regularly inform the stakeholders;
Manage the works and inform regularly;
Ensure communication with users (inform of outages, ...);
Carry out user training;
Produce user training materials;
Facilitate the integration of the work schedule with the Field Coordinator / Logistics Manager;
Control of the work carried out (phase balancing, control of differentials, ...);
Check that the Logisticians in charge have the capacity to manage their facilities with appropriate training;
Ensure through a training plan that log staff have the capacity to manage their facilities with appropriate training;
Design and display the start/stop procedures of the equipment (groups, ...);
Design with the logistician and display a hourly schedule of use of equipment adapted to the energy sources;
Ensure the training of guards in procedures, planning and proper use of equipment;
Ensure electrical safety awareness for all staff at least once a year on all bases and sub-bases;
Treat all users in a respectful and fair manner, in accordance with ACF's code of conduct and policies (gender, safeguarding, etc.);
Supporting program teams in writing a project proposal (from the definition of the need, study and design of project, material list and BOQ, estimated project timeline and associated technical justification). Integration of this support in a form that can be reproduced directly by the programs and according to a set of program and technical inputs;
Manage a solar pumping project (support to WASH teams, (Study and design of the project, until implementation);
Manage an electrification project in general (health center, schools, ...), from the definition of the need, study and design of the project, to the implementation;
Manage technical support with Logistics (LOG) and Nutrition NUT) team on specification, civil engineering and commissioning of temperature controlled pharmacy insulation;
Provide technical support to the NUT team on the sizing, installation and commissioning of cold chain power supply reliability (and device recommendations);
Provide technical support to the NUT team (and with the support of the WASH team) on the sizing, installation and commissioning of solar irrigation;
Provide technical support to the NUT team on the sizing, installation and commissioning of the electrification of health centers;
Study and Design of Pharmacy and temperature controlled room isolated and electrified according to the climatic context;
Supervise the completion and acceptance of Pharmacy and/or temperature controlled room work;
Train users in the installation of production equipment;
Design and supervise the preventive maintenance schedule of the medical structures' equipment;
Train a focal point to perform level 1 maintenance (change filters, ...);
Supervise level 1 maintenance (outsourced or focal point);
Carry out level 1 maintenance (during a visit);
Perform level 2 maintenance;
Supervise subcontracted level 2 maintenance;
Supervise subcontracted level 3 maintenance (complex repairs) in the capital or region;
Installation of temperature and humidity control systems;
Support the log & program teams for cold chain equipment;
Drafting of terms of reference for bases visit;
Coordination of field visit logistics;
Define with his manager the 3 months / 6 months / one year objectives of the energy activity based on Country;
Plan and coordinate the energy visit schedule with the bases/sub-bases in connection with the definition of the objectives;
Participate in the technical evaluation of energy assistants;
Manage the Energy Assistant (training, control of work done, annual evaluations).
Position Requirements
Bachelor’s Degree / Higher National Diploma in Electrical / Electronics Engineering or related fields;
Minimum of 2 to 3 years work experience in similar responsibilities is required;
Licensed by at least 1 local engineering regulatory body (COREN, NSE);
Professional certificate(s) and/or trainings in the energy/electrical field;
Previous experience working for NGOs an asset, particularly international related NGOs;
Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently;
Strong verbal, written and communication skills;
Able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment.
