Project Duration: 12 Months (July 2025 - June 2026)

Introduction and Project Goal

  • The Tech4Market Women Project is a 12-month community-based initiative aimed at improving the financial literacy and business management capacity of market women across Kwara State.
  • Recognising the challenges that many women traders face in maintaining accurate financial records, accessing credit, and making informed business decisions, the project aims to provide practical support through tools and training tailored to their specific context.
  • At its core, the project will deliver localized, easy-to-understand financial literacy training that emphasizes basic principles such as income and expenditure tracking, inventory management, and loan readiness.
  • A key component of the program is the introduction of a simplified finance logbook that participants will use to record daily transactions. This tool will help promote better money management habits and financial visibility for participants.
  • The project also integrates culturally appropriate learning methods, including the use of local languages (such as Yoruba and Pidgin), visual aids, and audio formats to ensure accessibility for low-literacy participants. Local facilitators will be trained to deliver the curriculum and support participants throughout the training and implementation phases.
  • In addition to manual bookkeeping support, the project includes a structured plan to introduce digital record-keeping tools, allowing participants to transition from paper based logs to user-friendly mobile solutions gradually. This digital component aims to prepare participants for improved financial inclusion and long-term business growth.
  • The overall goal of the Tech4Market Women Project is to enhance the financial confidence, business resilience, and economic participation of market women in Kwara State through hands-on, community-driven training and continuous support.

Purpose of the Request for Proposal (RfP)

  • The purpose of this Request for Proposal (RfP) is to engage a qualified and experienced training and implementation partner who will lead the successful delivery of the Tech4Market Women Project across Kwara State.
  • The selected partner will work closely with the project team to design, coordinate, and execute the full range of activities necessary to achieve the project’s goal of improving financial literacy and digital record-keeping among market women.
  • Specifically, the selected partner will be responsible for the end-to-end management of the training lifecycle. This includes designing localized training content based on the project's financial literacy objectives, conducting a comprehensive Train-the-Trainer (ToT) program, and supervising the rollout of training sessions in targeted communities.
  • The partner will ensure that all selected trainers are adequately prepared and supported to deliver the curriculum using culturally appropriate, accessible methods—including local language facilitation and audio-visual tools.
  • In addition, the partner will be expected to provide sustained, hands-on support to participants in the use of their finance logbooks, ensuring accurate and consistent record-keeping.
  • A key responsibility will also be to guide the transition from manual to digital bookkeeping, introducing user-friendly digital tools and providing training that empowers women to adopt and maintain digital financial records.
  • Another critical component of the assignment will be the design and delivery of an awareness and sensitization campaign.
  • The campaign should aim to build community interest and participant engagement through the use of radio jingles, banners, posters, and direct community outreach in local markets.
  • Overall, the selected partner will be expected to bring a strong understanding of adult learning, community engagement, and financial inclusion, and will serve as the operational lead for the implementation of the Tech4Market Women project activities over a 12-month period.

Scope of Work
The selected partner will be expected to carry out the following activities in alignment with the project’s objectives. Each activity includes key deliverables to guide execution and accountability:

The partner will identify and build the capacity of local facilitators who will serve as the primary agents for training market women in their respective communities. This foundational step ensures the trainers are equipped with the knowledge, tools, and confidence to deliver the curriculum effectively.

  • Identify and recruit at least 20 competent local trainers/facilitators across prioritised LGAs in Kwara State.
  • Conduct an intensive Train-the-Trainer workshop covering the financial literacy curriculum, facilitation techniques,logbook usage, and deployment of multimedia training tools.
  • Provide a complete facilitator toolkit including:
    • Training manuals
    • Audio recordings of lessons
    • Facilitation guide
    • Visual aidsand sample logbooks
    • FAQs and troubleshooting materials.
  • ToT training schedule and agenda
  • Attendance list and training completion certificates
  • ToT evaluation report and post-training feedback
  • Finalized facilitator toolkit (print and digital formats)

Full-Scale Training Rollout

The partner will oversee the delivery of training to at least 200 market women, ensuring content is delivered in a consistent, accessible, and interactive manner across all participating communities.

  • Develop a training rollout plan and timetable covering all LGAs.
  • Supervise and support facilitators during the training delivery phase.
  • Ensure training is delivered in local languages using visual, oral, and participatory methods.
  • Distribute customized finance logbooks to each participant.
  • Confirm comprehension through verbal and practical demonstrations.
  • Approved training rollout schedule and coverage map
  • Training session reports per LGA
  • Participant registersand training attendance records
  • Photographs and/or video documentation of sessions
  • Logbook distribution tracking sheet

Trainee Support and Logbook Completion

To ensure learning is sustained and applied, the partner will provide ongoing support to participants in the proper and consistent use of the finance logbooks.

  • Conduct regular field visits or phone check-ins with participants and trainers.
  • Review and verify completed logbooks for accuracy and completeness.
  • Provide additional coaching or clarification to struggling participants.
  • Document use cases, challenges, and success stories.
  • Monthly logbook usage verification reports
  • Logbook review summaries (spot checks and audits)
  • List of participants needing additional support and follow-up plan
  • At least 3 case studies of successful logbook adoption

Digital Bookkeeping Transition Support

As part of the project’s innovation component, the partner will help participants begin transitioning from manual logs to simple digital bookkeeping tools.

  • Assess mobile device ownership and digital readiness among participants.
  • Select or co-develop a mobile-friendly bookkeeping solution suited for low-literacy users.
  • Conduct group training and hands-on demonstrations for digital usage.
  • Pilot the tool with at least 50 participants, track usage and gather feedback.
  • Digital tool selection report and deployment plan
  • Training manual or user guide for the digital solution
  • Digital adoption report (pre- and post-training)
  • At least 50 logbook-to- digital transition records

Awareness and Sensitization Campaign

To generate public interest and community-level support, the partner will develop and implement a targeted awareness campaign using culturally resonant materials and local media.

  • Develop and translate campaign content into Yoruba and/or Pidgin.
  • Produce 2–3 jingles and short audio messages reinforcing financial literacy principles.
  • Design and distribute banners and posters for display in markets.
  • Organize at least 6 roadshows or sensitization events in high-traffic market areas.
  • Audio jingles and scripts in local languages
  • Market-ready banners and posters (minimum 15,000 printed and distributed)
  • Sensitization campaign calendar and location plan
  • Event reports, including participant turnout and photos

Monitoring, Evaluation, and Reporting

Robust MCE will be conducted to assess the effectiveness of the training, participant knowledge gain, behavioral changes, and long-term impact.

  • Design and administer pre- and post-training assessments.
  • Create simple tools for tracking logbook use and digital tool uptake.
  • Conduct interviews or surveys to assess changes in business practices.
  • Provide monthly reports, quarterly summaries, and a final comprehensive impact report.
  • MCE framework and tools (surveys, checklists, assessment forms)

Eligibility Criteria
Applicants must meet the following minimum criteria to be considered eligible for selection:

  • Experience: At least 5 years of experience in financial literacy, entrepreneurship training, or adult learning programs, particularly with low-income or low-literacy populations.
  • Track Record: Proven track record of delivering community-based training programs in Nigeria, with verifiable references.
  • Capacity: Demonstrated capacity to manage and coordinate projects of similar scale, including field supervision, logistics, and reporting.
  • Language Proficiency: Fluency in Yoruba and/or Pidgin English for effective communication and facilitation in local contexts.
  • Technical Competence: Strong understanding of digital financial tools and community engagement strategies, especially within informal trade environments.

Proposal Submission Requirements

  • Detailed budget with cost breakdown by activity, including personnel, materials, logistics, media production, and overheads. Specify currency and whether VAT is included.

Proposal Requirements

  • Technical Proposal:
    • The technical proposal should not exceed 15 pages and must include the following:
      • Organizational profile and relevant experience
      • Understanding of the project context and objectives
      • Proposed methodology and approach to implementation
      • Detailed work plan and timeline aligned with milestones
      • Team composition and roles (including CVs of key personnel as annexes)
      • Risk mitigation strategy and sustainability plan.
  • Financial Proposal:
    • The financial proposal must be submitted as a separate document from the technical proposal. It should include a clear budget breakdown by key activity components, such as:
      • Personnel/staff costs
      • Training materials and logistics
      • Media production and campaign activities
      • Monitoring and evaluation
      • Administration and overheads
      • Applicable taxes (if any)
  • The budget should be presented in Nigerian Naira (NGN) and clearly state whether it includes VAT or other statutory deductions.
