Mission
To Manage and coordinate all RF/BSS planning activities within specific regions of focus and implement the strategy for cost effective design, planning and improvement of radio base station network coverage and capacity, towards the achievement of MTNN’s annual network rollout objectives and marketing/business plan
Responsible for ensuring the implementation of new business initiatives such as collocation and infrastructure sharing and coordinate the consolidation, synchronization and integration of regional RF planning requirements into the central strategic direction.
Description
Approve High Level BTS site and Radio Base Station design through the Integrated Network Planning & Works Authorization Processes.
Review the nominal RF network plan for capacity and coverage ensure they match marketing’s requirements and growth forecasts.
Track and monitor radio network and end to end BSS dimensioning, performance and headroom plan and ensure they are in line with the KPIs and quality targets as defined in NWG Annual Operating Plan.
Monitor processes and procedures, ensure compliance to best practices in planning and identify/influence opportunities for improvements.
Manage the design of the radio network to ensure that sufficient capacity is provided to support marketing’s subscriber forecast and adequate headroom
Oversee and ensure the implementation of the nominal radio coverage and capacity rollout across the country according to business objectives.
Monitor and track the detailed RF design carried out by the regional teams to ensure conformance with the central strategy and nominal rollout plan
Monitor network performance and configuration to ensure conformance with formulated performance strategy and KPIs
Manage the implementation of the BSS network design strategy in such a way as to ensure adequate capacity and technology evolution capability
Ensure that the radio coverage and capacity design is done in a timely manner so that it falls in line with regulatory stipulations for GSM rollout in Nigeria
Attend regularly and present network rollout status and performance reports and participate in technical discussions at Coverage Steercom Meetings.
Maintain adequate knowledge/database of competitor’s activities and competitive environment.
Ensure low level planning, monitoring and performance testing on the live network is being done and fed back by the regional RF Planning and Access Optimization Teams into the nominal rollout plan.
Provide/Maintain adequate tools and resources are available for planning and high level network analysis.
Drive and ensure the timely provision of transmission, site acquisition and other dependencies/input for the BTS rollout program.
Ensure proper documentation of RF projects, and procedures are provided and effectively communicated across all regions.
Develop the nominal radio coverage and capacity plan in accordance with business objectives as defined by marketing
Understand the telecommunication industry (Global and Local) trends and developments in order to assess the technology and regulatory impact on MTN’s current and future business
Support the HOD in identifying specialist tools, equipment and solution for radio network coverage and capacity enhancements
Coach and train the team to ensure understanding of the objectives and goals of the department, awareness of set targets/requirements and regularly review their training needs.
Review performance of individual team members and complete appraisals in accordance with the employee performance appraisal procedures and time schedules.
Identify training requirements of team members, develop program to address knowledge gaps and to enrich knowledge repository within the department.
Requirements
Education:
First Degree in Electrical / Electronics or Telecommunications Engineering or related fields
Fluent in English
MSC in Telecoms or equivalent would be an advantage
Experience:
6 - 13 years’ experience which includes:
Minimum of 3 years’ experience in an area of specialization; with experience in supervising/managing others
Experience working in a medium to large organization
Experience within an RF Planning and Optimization function in dynamic telecommunications environment
Experience of working on a multi-vendor network
Experience with Ericsson and Huawei equipment will be desirable
