Background
The humanitarian situation in Benue has continued to be a serious and challenging problem, leading to the continued displacement of a large population across the state and resulting in more IDPs arriving at different IDP camps in the state.
The IOM DTM official report of December 2024 reported that a total of 401, 403 individuals are currently displaced in Benue across different LGs. While the January 2025 IOM DTM biodata registration for displaced persons in Benue, stated that a total of 210, 876 individuals have been officially registered and captured as being displaced.
The humanitarian crisis in Benue State has significantly heightened protection concerns for women, girls, and children in IDP camps. Sexual and Gender-Based Violence (SGBV) remains a critical issue, with women and girls facing increased risks of sexual exploitation, rape, and early/forced marriage. Some have resorted to transactional sex to provide for their children, further exposing them to exploitation.
Unaccompanied and Separated Children (UASC) are highly vulnerable to abuse, neglect, and trafficking due to the lack of family support. UNICEF’s mission is to promote the rights of every child, everywhere, in everything the organization does. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action.

Purpose
The emergency facilitator will be based in Makurdi, Benue State. The facilitator plays in critical roles in representing UNICEF in inter-agency and state coordination in addition to conducting programme monitoring visits in Benue state.
H/She will work closely with relevant government agencies, CSO and UN agencies on humanitarian, development and peace programming in Benue State.
Job Details
Representing UNICEF, strengthen partnerships and alliances with all stakeholders at both humanitarian and upstream programming coordination at state level.
Liaise with UN/CSO/state partners/ local leadership in emergency program /development-humanitarian nexus development and response in Benue
Coordinate with thematic leads on effective programming strengthening synergies under the 1000 days programming initiative and humanitarian response.
Emergency funds management in-line with timely utilization, liquidation, and reporting on donor funds
Represent the FO in UNICEF internal emergency coordination meetings
Liaise with other agencies on sentinel monitoring, displacement monitoring and provide real time information on the IDP situation in Benue
Timely submission of sitrep/HPM data report and all corporate documentation required.
Liaise with supply section and partners on the movement of stocks
Ensure systematic Accountability for Affected Populations mechanism in place
Undertake on the job humanitarian response, planning, programming, reporting and learning as required
Support the internal Coordination on Durable Solutions and IDSP Funding

Requirements
Education:
A university degree in international development/relations, social sciences, public administration, international law, public health, nutrition, or other related disciplines required.
Language:
Fluency in English is required. Knowledge of the local language would be desirable
Work experience:
A minimum of 5 years of relevant professional experience in programme/project development, planning, implementation, monitoring, evaluation and administration with UN and/or INGOs.
Experience in multi-sector emergency programme implementation and emergency system strengthening in conflict settings.
Experience in multi-stakeholder co-ordination/Sector/Cluster Coordination and facilitation is highly desirable.
Effective communication, networking and organizational skills and ability to work well in a team.
Ability to work well under pressure and in response to rapidly changing needs; and ability to work in difficult circumstances.
