Job Summary
Nigeria is one of the developing countries that face "High burden of diseases” with a high prevalence of viral, bacterial, communicable and non-communicable diseases. The government of Nigeria over the years had made conscious efforts in improving the health indices of its citizens through Policy development, provision of Intervention Funds, procurement of pharmaceuticals, laboratory reagents and other health-related commodities and equipment. This strategy document was developed with focus on lessons of the past 30 years in setting up and managing Drug Revolving Funds (DRFs)/Drug Management Agency (DMAs) in Nigeria.
The success rate of DRFs/DMAs set-up in-country between 1988 and 2017 are below 10%. One of the critical factors in the success rate evaluation is to mitigate the vulnerabilities of the system which if left unchecked, will lead to its collapse. Therefore, to guide states and other stakeholders in the operationalization of the strategy plan, a blueprint was developed to elaborate on the governance requirements that can effectively counter these vulnerabilities and ensure perpetuity of the system.
Some states have commenced implementation of the strategy and are at different levels of maturity such as Kano, Ekiti, Kaduna, Yobe, Jigawa, Nasarawa, etc. and have shown some gains and successes such as transformed DMAs, financial self-sustenance, quality medicines, and mitigation against collapse.
Sequel to the above, the review and extension of the National Strategy Plan became very necessary to address new realities of the supply chain system which will aid the Federal Ministry of Health and Social Welfare through NPSCMP in achieving the transformation and optimizing of the SHSS to ensure optimized patient outcomes in the country. Consequently, the workshop is proposed to bring together a plethora of stakeholders and decision makers to review the five-year National Strategy that will provide the next strategic direction for the country (2026 – 2030).
Key Responsibilities
The consultant should develop a National Supply Chain Strategy Plan 2026-2030 and Blueprint & Implementation Plan which will focus on filling the gaps from the end term review of the 2021-2025 strategic plan and existing realities on the SC space in line with UHC.
The consultant shall develop the factors and conditions that are considered essential to the Strategic Plan. They represent the critical attributes of Nigeria's public health supply chain system, which define its resilience, identity, deliverables, structure, survival, stability, growth integrity, and functional effectiveness.
The consultant shall develop a supply chain strategy based on samples of financially self-sufficient DRF/DMA models used by some states, as well as the FMoH's desire to assist states in their march to UHC by covering the National macro-structure (big picture view) configuration and monitoring, which is an exclusive role of NPSCMP under Thought Leadership.
The scope of the consultancy is to provide technical, strategic and facilitation support to enable the drafting of the national PSM strategic and implementation plan for 2026-2030. The consultant will undertake an end term review of the 2021-2025 strategic plan and develop a report. Afterwards, the consultant will develop an analysis framework and work plan to guide the assessment and the development of the strategic plan.
S/he will conduct a thorough but focused assessment of Nigeria PSM’s strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate strategic options for the planned operational period.
The assessment will include review of relevant documents as identified in collaboration with PR, NSCIP, ATM Implementing partners, LMCUs, LLMCUs and other stakeholders. Specifically, the activities include but are not limited to the following:
Undertake a situation analysis of NPSCMP leadership, innovation, strategic operations to date vs recommendations, identify strengths and challenges.
Review the institutional capacity, structure, and organizational set-up, financial and administrative systems against the NPSCMP mandate and make recommendations for renewed focus.
Facilitate discussion over the vision and mission to inform the new strategic plan.
Through a consultative process and application of an appropriate analysis tool, identify/select the final focus areas and develop strategic objectives and key result areas for the same.
Propose a strategy for achieving strategic objectives and key results.
Develop a Results and Resources Framework for the plan period and hold stakeholders’ meeting to validate the draft Strategic Plan,
Finalize Strategic plan and develop operationalization SOP and plan for implementation.
The planned activity will be held in Abuja or other mutually agreed venues.
Deliverables
End term assessment and report of the 2021-2025 Supply Chain Strategy and Implementation Plan.
Draft outline of strategy and activity plan including format and workplan presented to sub-committee members and agree on it.
Inception report of the work to be undertaken.
Draft report summarizing the results to be presented in a stakeholder workshop aimed at reviewing and enriching the work of the consultant.
A final draft of the strategic plan covering 2026-2030.
Development of Strategic Priorities.
A standardized operationalization procedure to implement the strategic plan.
Weekly progress notes
Final Report on activities carried out in the development of the strategic plan.
Development of Blueprint and Implementation Plan for the Strategy.
Requirements
Master’s Degree in Supply Chain Management, Public Health or Operations Management
A minimum of 15 years of experience in Health Logistics strategic planning, Operations Management, Organizational and Change Management is an added advantage.
Language: English.
