Description
The humanitarian situation in Benue has continued to be a serious and challenging problem, leading to the continued displacement of a large population across the state and resulting in more IDPs arriving at different IDP camps in the state.
The IOM DTM official report of December 2024 reported that a total of 401, 403 individuals are currently displaced in Benue across different LGs. While the January 2025 IOM DTM biodata registration for displaced persons in Benue, stated that a total of 210, 876 individuals have been officially registered and captured as being displaced.
The humanitarian crisis in Benue State has significantly heightened protection concerns for women, girls, and children in IDP camps. Sexual and Gender-Based Violence (SGBV) remains a critical issue, with women and girls facing increased risks of sexual exploitation, rape, and early/forced marriage.
Some have resorted to transactional sex to provide for their children, further exposing them to exploitation. Unaccompanied and Separated Children (UASC) are highly vulnerable to abuse, neglect, and trafficking due to the lack of family support.

Purpose
The SBC/AAP Facilitator will be based in Makurdi, Benue State. Under the strategic guidance of the Chief of the SBC Section and in close coordination with Sectoral and Cross-Sectoral Specialists and Officers, the SBC/AAP Facilitator will be responsible for the coordination and monitoring of evidence-based, inclusive, and innovative SBC/AAP strategies and interventions.
This position will require close collaboration with other UN agencies, government entities, and various partners to coordinate and support the implementation of durable solutions projects in Benue.
Responsibilities
Specifically, the role will entail:
Coordination and Facilitation:
Act as a liaison for UNICEF to enhance inter-agency collaboration through the coordination of meetings, activities, and communication among partners. This includes a proactive approach to fostering partnerships and ensuring that all stakeholders are engaged in a meaningful way.
Support all UNICEF field offices to reactivate/establish or leverage an AAP and community engagement working groups across in Benue State
Facilitate Working group meetings to ensure agreement on key decisions and action points.
Coordinate with other sectors, UN, government counterparts and other NGOs in Nigeria for active participation and activities implementation
Represent UNICEF in various sectors and working group meetings.
Prepare reports and documentation summarizing collaboration, durable solutions to inform strategic decision-making.
AAP- Complaints and Feedback Mechanisms pillar:
Support the implementation of the IDSF pillars and KFW AAP strategy.
Assist in the establishment and operationalization of effective feedback mechanisms at the state, Local Government Area (LGA), and community levels to promote UNICEF’s commitment to Accountability to Affected Populations (AAP).
Provide training and support to stakeholders such as SEMA and other government agencies on best practices for feedback mechanisms and community engagement on the durable solutions projects.
Monitor and evaluate the effectiveness of collaboration initiatives and feedback processes, recommending improvements as necessary.
Support operationalization of the Accountability to affected population initiatives Benue based on the UNICEF AAP strategy
Support SEMA to manage feedback and complaint mechanisms for affected populations.
Monitor and report on the effectiveness of accountability measures.Ensure that feedback from communities is integrated into program planning and implementation.
Community engagement and Capacity Building:
Train staff and partners in AAP, complaints and feedback mechanisms, including community engagement best practices.
Develop materials and tools to support AAP, complaints and feedback mechanisms, including community engagement efforts.
Support the development of capacity-building strategies for local partners and community leaders to enhance their roles in the accountability framework.
Support evidence generation to identify behavioural and social norm drivers that impact SBC programming with a focus on durable solutions, inclusive resilience and transition planning.
Provide technical and operational support to SEMA to implement evidence-based SBC strategies/plans for the engagement of relevant stakeholders and communities to demand quality primary health care, nutrition, education, child protection and water and sanitation services.
Support UNICEF sectoral partners in program implementation and supportive supervision.
Undertake field visits to monitor the planning and implementation of UNICEF-supported sectoral SBC/AAP interventions and provide feedback at appropriate levels.
Undertake any other task that may be assigned from time to time related to UNICEF sectoral SBC programme priorities and emergencies.
Information Management and Advocacy:
Support the UNICEF data team through the monthly analysis of the feedback collected and share the findings at the IDSF WG monthly coordination meetings.
Provide advice on the tools and approaches needed to ensure that each stage of the Program Cycle integrates global good practice to deliver on the global commitments on AAP, localisation, and community engagement.
Advocate effective community engagement through language and communication lenses.
Identify and advocate key concerns for the IDSF WG through a consultative process.
Reporting and Documentation:
Prepare and submit regular reports on AAP, CFMs, community engagement activities and accountability issues.
Document case studies and lessons learned to improve future engagement efforts.
Ensuring follow-up on actions and resolutions.
Represent UNICEF in coordination forums, reporting on issues and advising on actions.
Performance Indicators:
Effectiveness in activities implementation and coordination with partners
Responsiveness and resolution rates of community feedback and complaints.
Quality and timeliness of reports and documentation.
Success in building and maintaining relationships with stakeholders.
Working Conditions:
The role requires regular travel within Benue State.
Standard office hours are 8 hours, with occasional flexibility required based on field need
Deliverables:
Submit at least 6 reports capturing key commitments/actions/feedback on monthly meetings to SBC Specialists/Officers
Document key programmatic actions every week with data and submit at least 24 reports in an approved template to Country and Field Offices.
Participate every quarter in any emergency coordination meetings, especially those related to the IDSF and KFW coordination meetings, to provide SBC interventions and report on key actions recommended by partners
Submit a monthly work plan to the SBC team lead at FO/CO to allow tracking of key performance milestones.
Submit a weekly implementation tracker of key agreements proposed by partners and show the level of achievements
Coordinate SBC data collection relating to the Community Feedback Mechanism (CFM) and help provide feedback to beneficiary communities
Requirements
University Degree in social sciences, communication, public health, community nutrition, community development, or related technical field
Fluency in English; knowledge of the local language of the duty station is an asset.
Work Experience:
At least 10 years of progressively responsible professional work experience at the State/ LGA level in Stakeholders’ management, social and behaviour change, program management, monitoring, and evaluation in emergency settings
Experience implementing community engagement interventions in education, nutrition, WASH, child protection or health in the northeast
Experience in accountability to affected population (AAP)
Strong participatory facilitation and interpersonal communication skills.
Ability to write quality reports to demonstrate key results of interventions concisely.
Current knowledge of development issues, strategies as well as programming policies and procedures in international development cooperation.
Proven ability to conceptualize, innovate, plan, and execute ideas and impart knowledge and tech skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
