Title: Terms of Reference (ToR) for the Engagement of a Cleaning Services Company

Location: Abuja (FCT) 
Duration: Six (6) Months

Background

• We are seeking to engage a professional cleaning services company to provide janitorial services at our Abuja office through the deployment of competent cleaning personnel.

Objective of the Assignment

• To ensure a clean, safe, and hygienic working environment through the provision of daily cleaning services by two dedicated staff from the selected vendor.

Scope of Work
The selected company will be responsible for deploying two (2) experienced cleaners to EngenderHealth’s office located in Abuja. The scope of the cleaning services shall include, but not be limited to:

• Daily cleaning and mopping of all office floors and surfaces.
• Dusting and cleaning of furniture and workstations.
• Cleaning and sanitizing of all restrooms and kitchen areas.
• Disposal of waste to designated locations.
• Reports any equipment/furniture maintenance needs to his/her supervisor
• General upkeep of common areas, including compound, reception, corridors, and meeting rooms.
• Performs other related tasks as assigned by the supervisor.

Work Schedule:
The deployed cleaners will work on-site as follows:

• Monday - Thursday: 7:00 AM - 4:30 PM
• Friday: 7:00 AM - 12:00 PM

EngenderHealth’s Responsibilities
EngenderHealth will:

• Provide all required cleaning materials and equipment.
• Ensure access to water, electricity, and necessary storage for cleaning materials.
• Offer orientation on internal policies and expectations for behavior and hygiene.
• Supervise deployed staff.

Vendor’s Responsibilities
The selected cleaning services company shall:

• Deploy two trained, experienced, and trustworthy cleaning staff with good verbal and written communication skills in English.
• Ensure the staff maintain personal hygiene.
• Be responsible for all statutory obligations (e.g., salaries, health insurance) related to their staff.
• Replace staff when on leave or absence.
• Ensure quality service delivery.

Duration of Engagement:

• The initial engagement will be for six (6) months, subject to satisfactory performance and may be extended upon mutual agreement.

Payment Terms:

• Payment shall be made monthly upon submission of timesheet, an invoice and satisfactory completion of services note.

Eligibility Criteria
Interested companies must provide:

• Valid company registration documents (CAC).
• Tax Identification Number (TIN) and evidence of tax compliance.
• Company profile and evidence of similar engagements in the past 3 years.
• Names and contact details of at least two referees (preferably NGOs or international organizations).
• Proof of staff insurance and welfare compliance.
