Title: Terms of Reference (ToR) for the Engagement of a Driving Services Company

Location: Abuja (FCT) 
Duration: Six (6) Months

Description

• We are seeking to engage a professional and licensed driving service company to to provide one (1) experienced driver to support day-to-day operations in our Abuja office. 
• The Driver will work on-site under the supervision of EngenderHealth but remain an employee of the service company.

Objective of the Assignment

• To provide safe, timely, and reliable transportation support to staff, consultants, and visitors in Abuja and surrounding areas through an outsourced driving service company.

Scope of Work
The driving service company shall:

• Deploy one (1) trained and experienced professional driver to be stationed at the EngenderHealth Abuja office.
• Ensure that the driver is familiar with Abuja routes and general road safety regulations.
• Ensure the driver complies with all EngenderHealth policies while on duty.
• Make provisions for periodic replacement or backup in cases of absence, illness, or emergencies.
• Ensure the driver is courteous, punctual, and professionally dressed at all times.
• Ensure that the driver adheres strictly to assigned schedules and duties.
• Ensure the driver can work beyond normal hours on some occasions with prior notice.

Work Schedule:

• Monday to Thursday: 8:00 AM - 5:30 PM
• Friday: 8:00 AM - 12:00 PM
• Occasional off-hour service may be required based on programmatic needs. Adequate notice will be given, and extra hours will be compensated as per the agreed terms in the contract.

Responsibilities of EngenderHealth
EngenderHealth shall:

• Provide a vehicle for official assignments.
• Provide orientation on organization-specific protocols and responsibilities.
• Supervise the daily schedule and task allocation of the deployed driver.
• Provide feedback on the driver’s performance to the service company as needed.
• Pay agreed service fees on a monthly basis, upon submission of timesheet, invoice and satisfactory performance report.

Responsibilities of the Driving Service Company
The company shall:

• Recruit and deploy a well-trained, experienced, and medically fit driver with a valid driver’s license.
• Conduct thorough background checks and submit results to EngenderHealth, including police clearance and medical fitness certificate.
• Provide details of the driver’s employment terms, including salary, benefits, and insurance.
• Provide a structured supervisory mechanism and be responsible for performance and conduct monitoring.
• Ensure the deployed driver is fully covered under the company's liability insurance while on duty.
• Be liable for any negligent or unlawful acts committed by the deployed driver while providing services to EngenderHealth.

Duration of Engagement:

• The initial period of engagement shall be six (6) months, with the possibility of extension based on performance and organizational needs.

Required Documentation from Bidders
Interested companies must submit:

• Company profile and Certificate of Incorporation with the Corporate Affairs Commission (CAC).
• Valid Tax Clearance Certificate (last 3 years).
• Evidence of relevant past experience providing similar services.
• Curriculum Vitae and valid Driver’s License of the proposed driver.
• Details of proposed monthly fee (inclusive of all statutory deductions and taxes).
• Evidence of the driver’s insurance coverage.
• Proof of background and medical checks (or willingness to conduct them before deployment).

Evaluation Criteria
Proposals will be evaluated based on:

• Experience in providing outsourced driving services.
• Qualifications and suitability of the proposed driver.
• Cost-effectiveness of the proposal.
• Compliance with statutory and legal requirements.
• References from previous or current clients.
