Medecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM operating in Nigeria, Borno state since October 2016.
Under the supervision of the general coordinator, you lead on enhancing financial and administration quality, accountability and learning systems of MdM interventions in Nigeria.
You support the coordination team and field teams in strengthening financial monitoring and learning processes and tools.
Team under your direct supervision: a deputy finance coordinator, a finance manager and a finance assistant (national staff).
Responsibilties
More specifically, your main responsibilities are the following:
Strategic financial planning, effective budget and financial management, partnership and capacity building
Monitor overall budget consumption according to donors’ constraints and update regularly the budget follow-up
Provide reliable information on budget consumption and forecast
Be responsible for financial data’ management, coding tables and allocations, updating of the Excel tool so as to ensure its reliability and its comprehensiveness to be able to make costs analysis and help with decision
Support the general coordinator on strategic direction of the country mission’s funding plan, operating budget and risks management
Take initiatives to build or enhance sound financial management and streamline / rationalize operational spendings for cost accounting purposes
Prepare, revise and maintain Country Mission Operating Budget and grant proposal budgets per assigned grant portfolio
Prepare and revise grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and headquarters costs
Effect updating of grant pipelines and monthly projections per assigned grant portfolio and to propose and prepare budget revisions, as necessary
Identify and analyse any discrepancy and suggest solutions
Treasury and accountancy:
Ensure the soft accountancy of all sites for both accounting & donor allocations
Ensure and guarantee the cash provision and safe management across the different programs / bases
Assess the needs for the projects for the coming months, compile fund requests from each department to monitor cash flow management and submit it to HQ in good time
Ensure that payments are made in a timely and secure manner across all the country operations
Update and implement the cash management protocols
Coordinate the closure of monthly accountancy in coordination with HQ
Ensure all bank transactions in line with internal policies and procedures.
Audit, compliance and reporting:
Produce financial budget (proposal and reports) to donors based on the needs identified by the other departments
Be responsible for the financial issues linked to partnerships; agreements writings, compliance and analyse of the documents provided by partners, reporting
Be responsible for the compliance of all the accountancy’s documents, its scanning and archiving
Provide all documents necessary for external and internal audits
Prepare, organise, supervise and monitor audits at field level
Ensure the tax payment in time according to rules and regulations
Develop and/or revise and implement country mission-specific financial procedures and guidelines
Ensure all MdM’s financial activities including payroll, income and other taxes are compliant with Nigerian laws.
Team management:
Overall responsibility of the finance department including the HR sizing
Supervise of the overall recruitment, training and performance appraisal of the finance department staffs
Support and provide advice to the finance team and to other departments to ensure full understanding of their responsibilities regards finance management.
Requirements
Bachelor’s Degree in Business Administration or related courses
Significant professional experience (minimum two years) in an equivalent position, preferably in an international NGO with multi-donor budgets
Previous experience as field administrative will be preferred (minimum two years ideally)
Analyse significant discrepancies between forecasts and actual records, interpret them, contextualise them, identifying the causes and risks, warn
Analyse and communicate accounting and budgetary information
Capacity to optimise a financial package
Ability to read, construct and analyse a budget and carry out budget monitoring
Capacity building skills: capacity to create and lead a financial training session
Knowledge in supply chain management is a plus
Proven skills in team management in a multicultural working environment
Excellent multi-tasking and organization skills
Very strong proficiency in Excel,
Knowledge in SAGA would be an asset
Languages: fluent English mandatory (oral and written). Knowledge of the country languages such as Hausa or French would be an asset

Benefits
Gross monthly salary: €3,459
Position based in Abuja, Nigeria (NOT a family position) with regular field visits
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
