We are recruiting to fill the position below:
Job Title: Livelihood - Project Manager (Open to Nationals Only)
The Livelihood PM should provide overall supervision to the activities implemented within the framework of the project, ensuring that they are delivered following the project proposal agreed upon with the donor, and that these activities are achieving timely results under direct supervision of Food Security & Livelihood Project Manager.
During absence of Food Security and Livelihood Project Manager, position will be wholly accountable for project under direct supervision of Head of program.
Responsibilities
Project Management:
Liaise and collaborate with relevant local authorities, donors’ program staff during field visits and other key stakeholders for a coordinated implementation of project activities;
Lead in Planning, Coordinating, Monitoring and Reporting all INTERSOS’s field Livelihood-related activities, including Natural Resource Management, Crop Production, Income Generation activities, Small scale Agricultural Marketing Strategy, Post-Harvest Management, Livestock Management (Poultry Farming, cattle breeding etc), Communual and Individual Assets creation and rehabilitation, Cash/Food for Work activities etc
Coordinate, supervise and manage Livelihood projects implementation (activities, budget and project documentation) in line with proposals including strategies and donor requirements (And any advice by management);
Provide primary level information / Assessment / targeting / Analysis to elaborate project concept notes and proposals for submission to Food Security & Livelihood Project Manager;
Ensure adherence to INTERSOS policies, guidance and procedures at field level;
Provide Livelihood activities reports to the Food Security & Livelihood Project Manager as required;
Provide regular progress reports including draft PAT to the Food Security & Livelihood Project Manager;
Manage Livelihood project budget on quarterly and monthly bases and provide feedback as required.
Ensure that the project targets the beneficiaries that are most vulnerable and most in need;
Initiate and participate in the development of relevant Livelihood projects, including monitoring, PDMs / assessment / verification process;
Ensure to identify capacity building gap
Support design and coordination of proposals and projects, in coordination with Food Security & Livelihood-PM /Head of Program /Head of Mission
Support on developing assessments, including inter-sectoral assessments to inform evidence-based planning
Map donor priorities within given sector and identify new opportunities
Support in coordinating the program review meetings where he/she is the focal point and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings)
Manage the program implementation, including on issues of nutrition, protection and gender mainstreaming, project cost, indicators, inputs, output and outcome;
Monitoring of sector budget, including budget development, in coordination with Food Security & Livelihood PM and monitoring for timely sector-level spend, and initiate corrective action.
Line Management:
Manage all the Livelihood project staff including including issues gender main streaming and ensuring protection protocols are in-line with project;
Development of harmonized job descriptions and structures in all field offices
Participate in the recruitment of technical staff in the same field
Identify technical gaps and support capacity building for technical line reports
Contribute to setting performance objectives and performance appraisals of technical staff in the same field
When necessary, and with approval of his/her line manager, provide stop-gap support in absence of PMs, in close coordination with team focal points (identified by the PM before his/her absence)
Technical Support:
Support in developing program strategy and priorities based on thorough understanding of needs and context
Implement technical direction for the livelihood project and ensure high technical quality of project;
Ensure that programme strategy, and design is integrated with other INTERSOS sectors
Support in development, harmonization, and roll out of SOPs, tools and guidelines
Provide regular technical support and guidance to Activities Leads and other relevant staff in both a structured manner and on a case by case basis.
Assure compliance with INTERSOS standards and procedures and alignment with global strategy, through regular coordination with colleagues in support services at Base Office and Field Offices level.
Coordinate with sector colleagues at Base Office and HQ levels as appropriate about relevant issues
Complete regular field visits to ensure technical oversight and support, identify needs, and ensure quality programming
Support in providing technical review of all proposals and reports and other relevant sector-specific donor communications
Quality Assurance:
Ensure program implementation progress; identification, resolution and/or escalation of issues;
Work with M&E to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points
Work closely with M&E in design, implementation, and evaluation of sector-level programming
Coordinate with M&E to ensure accountability mechanisms are established for programming
Other:
Provide regular updates to food Security & Livelihood – Project manager / Head of program
Any other duties as agreed with Project manager (Expatriate)/ FSL Coordinator.
Position Requirements
Qualifications and Experience:
B.Sc Degree in Agricultural Science, Engineering, Animal Science, Crop production or international development.
Further qualification in agriculture or related subject is be an added advantage
Minimum 7 years of experience on national level project implementation position in a humanitarian/recovery context;
Experience in working in complex and volatile contexts;
Technical Livelihood expertise (Natural
Resources Management, Crop Production, Water & Irrigation Management, Construction, Livestock breeding & brooding, Post-Harvest Management, SAMS and WFP Food for Assets program);
Documented results related to the position’s responsibilities;
Experience in leadership and problem solving;
Fluency in English, both written and oral including local language ad advantage
