The Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) is a strategic government effort established by His Excellency, President Bola Ahmed Tinubu, as a cornerstone of the Renewed Hope Agenda in October 2023. Operating under the auspices of the Federal Ministry of Health & Social Welfare and the leadership of the Coordinating Minister of Health and Social Welfare, PVAC aims to unlock billions of dollars in new investment into Nigeria’s healthcare delivery system.

Background
Given the critical nature of PVAC’s interventions, a structured media engagement plan is necessary to increase public awareness, promote transparency, and foster stakeholder participation.
To this end, a media partner is required to design and implement a comprehensive communication strategy that highlights PVAC’s activities, achievements, and impact through a variety of communication channels, including print, radio, television, digital media, and stakeholder events.
Objectives of the Assignment
The overarching objective of this assignment is to raise the visibility of PVAC initiatives and achievements through strategic and integrated media campaigns. Specific objectives include:
Enhance public awareness of PVAC’s programs and milestones nationwide.
Facilitate two-way stakeholder engagement through media and public events.
Strengthen PVAC's branding and trust among communities and health actors.
Promote accurate, consistent, and transparent communication from the National Coordinator’s office.
Scope of Work
The selected media partner will be responsible for implementing a 12-month strategic media engagement plan using a multipronged approach that includes:
Print Media Support:
Production and dissemination of editorials, press releases, photo news, and infographics in national newspapers.
Coordination with independent analysts and sector experts to craft op-eds.
Paid media placements with leading print outlets.
Television and Radio Strategy:
Scheduling interviews with PVAC leadership and partners on national networks.
Producing content in English and major Nigerian languages.
Production of a documentary series capturing PVAC’s field activities and beneficiary stories.
Content creation and dissemination on Facebook, X (Twitter), LinkedIn, and Instagram.
Engagement with influencers and digital advocates for content amplification.
Stakeholder Engagement Media Support:
Media coverage of community engagements, project launches, site visits, and courtesy calls.
Development of human-centered storytelling formats for emotional and intellectual connection.
Daily Video Documentation:
Daily real-time videography and editing of National Coordinator’s key activities for dissemination.
Same-day turnaround of short media packages for TV and digital broadcast.
Media Engagement & Placement:
Securing slots in premium local and international media outlets for interviews and features.
Targeted content placement to ensure visibility across relevant stakeholder groups.
Monitoring and Evaluation
Continuous tracking of reach, engagement, and sentiment.
Submission of quarterly performance reports with recommendations for improvement.

Editorial & print rollout (monthly features)
6-part documentary and weekly social media content
Quarterly stakeholder engagement coverage
Monthly M&E report with metrics and analytics

Qualification Requirements
Firms or consortia applying must meet the following criteria:
Minimum 5 years’ experience in media production, strategic communications, and public sector campaigns.
Demonstrable experience working with health or development programs in Nigeria.
Strong portfolio showcasing multi-platform media outputs.
Capacity to produce content in English and multiple Nigerian languages.
Ability to deploy videographers, journalists, editors, and media strategists across different locations.
Valid registration and tax clearance documents.
