Job Purpose
The Head of the Program Management Unit will lead a central team responsible for driving excellence in program delivery, impact measurement, and business development across CcHUB’s portfolio.
This role ensures that all programs and practices operate efficiently, meet strategic goals, and deliver measurable outcomes across our priority sectors: education, healthcare, and the creative industries.
The Head will champion delivery tracking, risk and knowledge management, impact reporting, and business development processes, ensuring that the organization's expanding Pan-African footprint is underpinned by operational rigor and strategic coherence.
Duties and Responsibilities
Program Delivery Oversight & Tracking:
Lead the design and implementation of delivery tracking frameworks and processes across CcHUB practices and programs using our existing OKR system.
Support Practice Leads and delivery teams to ensure the timely and high-quality execution of programs in alignment with organizational goals and sectoral focus areas.
Work closely with Practice Leads and Location Heads to monitor program milestones, flag risks, and ensure corrective actions.
Foster alignment and collaboration across startup support, investment, workforce development, innovation hub strengthening, and cross-cutting initiatives.
Business Development & Proposal Management:
Oversee and coordinate the development of high-quality proposals, bids, and pitches, working closely with practice and sector leads.
Build and maintain a pipeline of business development opportunities aligned with strategic priorities and emerging opportunities across Africa
Drive the preparation of multi-country, multi-sector proposals to strengthen CcHUB’s financial sustainability and scale of impact.
Impact Measurement and Reporting:
Lead the implementation of a robust impact measurement framework covering all practice areas (working closely with the research team).
Ensure timely collection, analysis, and reporting of impact data to funders, partners, and internal stakeholders.
Champion a culture of learning and evidence-based decision-making within the organization.
Knowledge and Risk Management:
Oversee risk identification, assessment, and mitigation strategies across all programs and operations.
Lead the development of a knowledge management framework to capture and disseminate best practices, lessons learned, and insights from program implementation.
Foster internal learning loops to continuously improve program design and delivery.
Strategic Leadership and Team Management:
Provide leadership and mentorship to the Program Management Unit team, ensuring clarity of roles, accountability, and professional development.
Collaborate with other senior leaders (e.g., Heads of Practice, Finance, Operations, People, and Communications) to strengthen CcHUB’s Pan-African operational model.
Contribute to organizational strategy and planning processes, providing input on delivery feasibility and cross-practice synergies.

Experience:
8 - 10 years’ experience in program management, delivery leadership, or consulting roles in innovation, tech, or international development sectors.
Proven track record of leading program delivery in multi-country or Pan-African contexts.
Experience working with or within donor-funded programs, including program design, proposal development, and reporting.
Experience managing impact measurement frameworks and reporting processes.
Exposure to workforce development, innovation ecosystems, or emerging technology sectors (preferred).
Knowledge:
Sound understanding of risk management, safeguarding, and compliance in program delivery.
Desirable:
Strong understanding of Africa’s innovation, entrepreneurship, and creative ecosystems.
Familiarity with emerging technology trends (e.g., AI, green tech) and their applications in development sectors.
Knowledge of funder landscapes relevant to innovation, tech for development, and ecosystem building in Africa.
