CBM is an International Christian Development Organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to CBM, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.

Job Title: Senior Administrative Officer

Responsibilities
Manage efficient and effective operations of the Country Office Admin needs in line with relevant CBM standards.
Ensure quality of service delivery meets expected timelines and Country office needs.
Provide assistance to the Drivers/Logistics Assistants to ensure efficient fleet management and other related needs.
Implement administrative policies, procedures, and standards to ensure operational excellence, compliance, and value for money.
Oversee the end-to-end procurement cycle, ensuring compliance with organizational and donor regulations, transparency, and best value.
Collects proforma invoices and on approved purchase requisitions for procurement of goods and services for the country office, prepares offer analysis and makes recommendations.
Maintain procurement data including supplier list and standards of goods and services and ensures the effectiveness of procurement in timely and cost-effective manner for the Country office.
Prepare bid evaluation reports, abstracts or financial comparison matrix of offers, compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to cost, quality, delivery time, payment terms and others.
Responsible for ensuring proper recording of fuel usage of all fleet/generators at the states and keeps all records (log sheet, stock report) and review monthly fuel reports for vehicles and generators where available.
Prepares weekly procurements status report and submits to the HR Advisor and Country Director.
Arrange hotel accommodation for staff, participants, consultants and all partners who are coming to the Country office for assignments.
Handles all meetings/conferences/activity logistics for the country office with approved hotels and vendor meetings, making sure that materials, equipment etc required for the activity are organized and ready for the activity.
Manage filing and archiving of administrative and technical documents and update registers regularly.
Maintain an updated asset/inventory management process including tagging and periodic assessments of all assets at the Country Office.
Assist in organizing tendering processes as required, ensuring processes are transparent, provide value for money and are properly documented.
Work with the HR Advisor in ensuring contract items are observed by contractors, constantly making follow-ups and providing necessary amendments for contracts.
Support the HR Advisor in contract management, tracking contract end dates, and ensuring all staff have up-to-date job descriptions.
Support the Coordination of the induction and briefing for new staff.
Perform other tasks as required.
Requirements
Bachelor's degree in business administration, Management, Logistics, or related field. Membership of relevant professional body will be an asset.
At least three (5) years of progressively responsible procurement, administrative & logistics work experience preferably in the INGO sector.
Demonstrated experience in complex procurement and office operations in an international NGO or similar environment.
Strong knowledge of procurement regulations, contract management, and asset management best practices.
Proficiency in the Microsoft Office suite, web-based and data application tools.
Ability to work diplomatically and with sensitivity to individuals from a variety of cultures, professions and personal backgrounds.
Ability to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, to exercise good judgment and to effectively communicate with logical and flexible approach to solving problems, especially when working under pressure.
Demonstrates excellent organisational and time management skills.
Strong analytical, conflict-resolution and problem-solving skills.
Ability and willingness to learn, and to pass on information/train as required.
