Gombe State University is located in Gombe State, in the central Northeastern part of Nigeria. It is a member of the Association of Commonwealth Universities. The University is made up of various Faculties namely: Faculty of Arts & Social Sciences, Faculty of Education, Faculty of Science, Faculty of Law, and Faculty of Pharmaceutical Sciences, as well as a School of Post-Graduate Studies and a School of Basic and Remedial Studies. The University also has a College of Medical Sciences, which is made up of three Faculties namely: Faculty of Medical Sciences, Faculty of Basic Clinical Sciences and Faculty of Clinical Sciences.
The Governing Council of Gombe State University, Gombe, hereby announces that the position of the University Bursar shall be vacant from 10 October, 2025. Accordingly, applications are invited from suitably qualified interested candidates for the position.

Job Description
The Bursar is the Chief Financial Officer of the University and shall be responsible to the Vice-Chancellor for the day-to-day administration and control of the financial affairs of the University.
Duties
The Bursar of the University will be responsible for the university budgets, handling tuition and fees, managing financial records, and ensuring compliance with all relevant financial regulations.
Responsibilities
Development and management of annual budget of the institution, forecasting revenue and expenses, allocating funds, and monitoring budget performance to ensure financial sustainability and compliance with all relevant financial regulations and policies.
Implement and enforce financial policies, procedures, and internal controls to safeguard institutional assets, prevent fraud, and ensure compliance with accounting standards and regulatory requirements.
Preparing ad hoc and regular financial reports for management
Overseeing proper recording and reconciliation of transactions and maintaining accurate and up-to-date financial records.
Managing payroll for staff, ensuring accurate and timely payments.
Demonstrating professionalism, integrity, and ethical conduct in all financial activities; maintaining confidentiality, and protecting sensitive financial information.
Ensuring adequate insurance coverage for all properties of the institution
Building and maintaining relationships with external stakeholders, such as banks, suppliers, and government agencies.
Managing the collection of tuition fees, student bills, and other related charges, including setting up and managing payment plans and other payment arrangements for students
Participating in strategic planning, policy development, and institutional initiatives related to financial planning and management, contributing expertise and insights to achieve organizational goals and objectives.
Leading and supervising finance and accounting staff, providing leadership, direction, motivation, mentoring of bursary staff and support to ensure effective teamwork, performance, and professional development in line with the mission of the University.
Perform any other responsibilities for the development of the University and as may be assigned by the Vice-Chancellor.
The Person:
The candidate must have clean and impeccable records of service and demonstrable evidence of a high level of professional competence as well as sound knowledge of relevant accounting software applications.
Must be visionary and have the ability to provide good leadership. Must possess personal integrity and demonstrate transparency in both private and public life, and must be able to command the respect and loyalty of staff of the University.
The candidate MUST be ICT proficient and MUST be able to develop professional templates to help monitor all reconciliations of transactions in the institution and MUST be able to demonstrate expertise in using Microsoft Excel and QuickBooks.
Qualifications
The candidate must have a good honours degree in Accounting with a minimum of second class lower division and must be a member of any of the recognized professional bodies such as ANAN, ACCA, ICMA, and ACMA
He or she must be ICT proficient and must have not less than (10) years cognate experience, eight (8) of which must have been in a senior position in the University System.
The candidate must also have attained the rank of Deputy Bursar and must not be above sixty (60) years of age at the point of assumption of duty.
Tenure:
The Bursar shall hold office for a single term of five (5) years.

The salaries and conditions of service for the Bursar are as applicable in Nigerian Universities and also as determined by Council and Government from time to time.
