The objective of the project is to improve the economic resilience, menstrual health, and social wellbeing of women and girls in Plateau State, Nigeria.

Under the Menstrual Health & Hygiene Now (MH-NoW) and the Economic Empowerment Pilot in Plateau State, PSI aims to increase access to menstrual health (MH) products, empower women through income-generating activities, reduce stigma, and strengthen supportive policy environments.

We are recruiting to fill the position below:

Job Title: Consultant - Project Manager (Mapping Exercise)

Locations: Bassa, Riyom, Mangu, Bokkos, Wase, and Shendam LGAs - Plateau
Timeframe: August 2025 – July 2026
Project: Nigeria Economic Empowerment & Menstrual Health Pilot
Reporting to: Program Operations Lead

About the Assignment

  • Women in Nigeria already face several challenges in securing economic opportunities given their limited access to land and finance. Women are disproportionately employed in low-productivity sectors—more than half work in agriculture, entrepreneurship, or wage employment—with less security and profit than their male peers.
  • Certain parts of North Central Nigeria have long suffered from violent conflicts between semi-nomadic herders and farmers over land disputes, leading to more than 15,000 deaths since 2010. Recently, these conflicts have intensified, neglecting essential infrastructure such as water and power supply as well as agricultural processing systems. In May 2023, conflict escalated in Mangu, Plateau State, resulting in over 300 deaths, the destruction of homes, and more than 80,000 internally displaced persons (IDPs) within three months.
  • These repeated episodes of violence harm people's physical safety and livelihoods. They also traumatize children, young people, and adults, further undermining their resilience and ability to secure their futures. Cooperation between state and civil society actors, aimed at reducing violent escalations and improving livelihoods, remains hindered by mistrust. Traditional mediation mechanisms for reconciling the interests of herders and farmers no longer function effectively.
  • A key component of this initiative is designing targeted interventions that enhance access to credit, savings, and insurance, ultimately driving the economic empowerment and long-term sustainability of women farmers.

Scope of Work and Specifications
The purpose of this consultancy is to conduct a comprehensive mapping and analysis of active women’s collectives operating within the six target LGAs of Plateau State, and Local NGOs and CSOs engaged in menstrual health, women empowerment, or related community health initiatives. The specific scope of work are:

  • To identify local NGOs in Plateau State that engage women’s collectives and/or work in Menstrual Health (MH), across the six Implementing LGA in Plateau State.
    • Assess the registration and legal status of the identified NGOs
    • Analyze their organizational capacities, thematic focus, reach, and willingness to partner on MH and economic empowerment interventions.
    • Provide recommendations on which NGOs to engage for mentorship and capacity building of women collectives as well as pilot interventions.
  • Conduct a landscape of active women’s collectives across the six Implementing LGA in Plateau State.
    • Assess the registration and legal status of the identified women collectives
    • Assess their structure, membership, effectiveness, and operational capacity
    • Analyse their access to markets, financial services, and other support mechanisms available to the women collectives
    • Identify capacity gaps and areas where women collectives need support, particularly in financial literacy and access to credit.
    • To provide policy recommendations for enhancing the financial inclusion, sustainability, and growth of women’s collectives
  • Review existing business models among the women collectives and propose at least 3 business models to be piloted.
    • Identify Microfinance banks that support women collectives and the collectives within the six implementing NGOs working with them.
    • Product profitability analysis (including disposable, reusable, and biodegradable options)
    • Insights from consumer research on preferences and willingness to pay
    • Bundling with complementary products for increased revenue
    • Recommend sales and supply chain approaches suitable for low-resource, conflict-affected settings.

Specific Task
The consultant will:

  • Prepare and submit an inception report outlining methodology and tools.
  • Conduct stakeholder interviews and community mapping in the six LGAs.
  • Profile each NGO, detailing:
    • Location and registration status
    • Scope of activities
    • Previous project and product experience

  • Design and document 3 scalable business models addressing:
    • Supply chain and distribution strategies
    • Pricing and profitability of MH products
    • Role of bundling with high-turnover consumables and hygiene products
  • Conduct feasibility testing and gather early feedback on bundled sales approaches.
  • Submit final mapping and business models reports with practical recommendations.

Qualifications and Experience

  • Master’s Degree in Business Administration, Public Health, Development Economics, or related field.
  • Minimum 5 years’ experience in market-based approaches, social marketing, or women’s economic empowerment.
  • Proven track record in business model design for low-income or informal markets.
  • Experience working with women’s groups, MH, or WASH interventions.
  • Familiarity with the Plateau State context is strongly preferred

Level of Effort (LOE):

  • This consultancy requires full-time engagement over a-month period (July 2025 – August 2025).
  • The consultant will report to the Program Operations Lead in collaboration with the Program Manager with oversight from the Country Representative. Progress reviews will be held biweekly as necessary.
