Job Title: LGA Coordinator (Consultancy)

Description of Duties
Coordination and oversight:
The LGA coordinators will ensure LGAs are implementing the campaign in accordance with the National Operational Manual and MC guidelines.
He / She will supervise personnel working on ITNs replacement campaign at LGAs level, support advocacy to stakeholders, ensure trainings are carried out accordingly and support the trainings as required, support monitoring and supervision of all campaign activities, support personnel data changes on the ICT4D platform, ensure review meetings are held, export LGA HH door-to- door distribution coverage data from ICT4D platform and discuss during review meeting, with a view to escalating issues that cannot be resolved at the LGA to the state campaign team for intervention and quick resolution.
Operations:
The LGA coordinator are expected to collate the digital and paper attendance sheet and verify names on the attendance sheets. This entails line by line verification and conduct spot checks for paper attendance and populate the information from the support documents in a required excel template.
The LGA coordinators will verify the account details of campaign personnel using standard methodology. He/she will be responsible for preliminary onsite review of information/data in the field before documents are sent to MC office in Akure. This is to ensure that discrepancies are detected early, reported and addressed immediately.
The LGA coordinator will collate other support documents that are necessary for payment (such as copies of waybill e.tc) he/she will be the link between MC and the LGA personnel. He/she will send payment schedule to the campaign F & A Manager for further confirmation and revert to participants with issues that need follow-up.
The LGA coordinators will be responsible for distribution of campaign materials (training and implementation) for their respective LGAs to ensure timely delivery of the food, the right quantity based on agreement with the vendor and to report issues with regards to the feeding if any.
ICT4D:
The LGA coordinators will ensure effective compliance with the digit strategy process and provide the required coordination guidance to the ward supervisors, mobilization and distribution team (MDTs) on the use if the android devices.
LGA coordinators will ensure distribution (and subsequent retrieval) of ICT4D tools to identified cluster supervisors, household mobilizer/ITN distribution team; and update the inventory as necessary.
He /she will update device security, safety and management document by cluster supervisors, household mobilizers/ITN distribution teams before collection of ICT4D tools and will also provide and deliver buffer devices in a case of theft, loss or damage to ICT4D equipment assigned to campaign personnel for an activity.
He/she will ensure completion of device incidence report forms where necessary and provide real time field evaluation report on the use of the devices to designated ICT4D focal supervisor.
Any other duty as assigned by the campaign manager.

Specific experience in malaria programmes strongly desired.
Proven experience in managing public health programmes or projects in Nigeria basically at local level context.
Demonstrated ability to monitor, supervise, and train in health service programmes
Excellent leadership qualities.
Previous training by NMEP and experience in LLIN mass distribution campaigns.
Knowledge of malaria and its prevention, diagnosis and treatment is required.
Experience with a flexible approach to managing and prioritizing significant workloads and multiple tasks, in a fast-paced environment, with tight deadlines is required.
Strong representational skills and ability to interface with multiple stakeholders, representatives, and partners (including representatives of government agencies) in a professional manner on an ongoing basis.
Demonstrated ability to work effectively under pressure and to prioritize competing demands.
Strategic, analytical and decision-making skills.
Excellent experience in using Microsoft Office, including Word, Excel, and PowerPoint.
Experience of proactively identifying and addressing bottlenecks/issues desired.
Experience and understanding of technical and M&E issues related to mass LLINs campaign required.
Previous experience in electronic data monitoring systems desired.
Goal of the assignment
The overall objective of this consultancy is to support MC in the implementation of the 2025 LLIN mass campaign distribution in Ondo state, at Local government level by providing coordination, administrative support, leadership and oversight on all implementation activities, including provision of oversight to all work stream in each of the assigned LGA.
Specific objectives
The overall objective of this consultancy is for the LGAs coordinators to support and lead the administrative activities in the implementation of the 2025 LLIN mass campaign distribution in Ondo State local government levels, working with Malaria Consortium and Ondo state – State Ministry of Health (SMoH) by providing coordination assistance and oversight as per this Terms of Reference (ToR).
Methodology
The support would be via a combination of administrative, coordination and supervisions and oversight function.
Each LGAs coordinator will work in sync with other CTAs which will include: Training and Technology Assistant (TTA), Cluster Supervisors, Distribution Hub Supervisors, Mobilization and Distribution Team but would oversee the campaign implementation at LGA areas of their jurisdiction, with support from, State Elimination Malaria Program, Malaria Consortium; Senior Project Manager, Campaign Manager, Campaign Finance & Administrative Manager and Monitoring & Evaluation manager. The activity will commence with the state level orientation and central level training, conclude after the campaign (net distribution) with the submission of a report. Data collection/reports would be via the standard LLINs campaign forms, tools, electronic forms, and MC standard reporting template.
Scope
The support would cover all the distribution training and implementation activities in all wards in all 18 LGAs of Ondo State. The exercise will commence with State level training and conclude with a report, after the campaign (net distribution) proper.
The specific tasks include:
Working in collaboration with the campaign implementation team:
Ensure all training attendance sheets are properly filled
Ensure all accounts details of campaign personnel in the LGAs are correct and verified.
Ensure that personnel without account details are documented with their phone numbers and their details forwarded to fiancé.
Documentation of personnel should be according to their respective tasks (That is town announcers, DP personnel and MDTs)
Ensure payment details for each concluded activities in their LGAs are shared with fiancé (i.e. Training and activities should not be lumped together).
In collaboration with Campaign Finance & Administrative officer coordinate vendors activities and service delivery at LGAs level, ensuring quality services are deliver as required.
Follow up with LGAs store readiness at LGAs level and ensure that the stores are ready before distribution start.
Supervise the delivery of ITNs to the LGAs stores.
Supervise the distribution of ITNs the DH.
Support LGAs advocacy and program implementation.
Visit at least five households per day in a selected ward to monitor the door – to- door distribution process.
Ensure the safety of the tablet device given to MDTs.
Provide daily feedback from the LGAs supported during daily review meetings.
Provide real time support and monitoring information on the use of android devices during ITNs distribution activities.
Coordinate device and inventory management within the assigned LGAs.
Qualifications and Experience
First Degree / HND in a relevant field.
A minimum of 5 years relevant post-graduation experience
Work-related experience in a public health organisation
Proficiency in Microsoft office, including word, excel, PowerPoint, internet navigation and outlook
Previous experience in the use of electronic data monitoring systems will be added advantage
Previous experience in ITN/SMC mass campaign will be added advantage.
