Job Title: Consultant for Waste Management Training
Yobe State is in Nigeria Northeastern region and is highly vulnerable to the impacts of climate change, including increasingly unpredictable rainfall patterns, recurring droughts, and severe flooding that has degraded large hectares of the land in the State.
The National Hydrological Services Agency (NIHSA) has issued alerts indicating the likelihood of flooding in most Local Government Areas (LGAs) of Yobe State as the rainy season approaches and intensifies.
These warnings highlight the urgent need for robust preparedness and effective flood mitigation strategies at the local level.
The Agro-Climate Resilience in Semi-Arid Landscape (ACReSAL) Project is designed to strengthen the adaptive capacity of communities and institutions in response to climate change.
A key component of this effort is waste management (SWM), which is vital to climate resilience, particularly in flood prone areas. Poorly managed solid waste, including plastics, organic materials, and other refuse, often clogs drainage systems, intensifies flooding, contaminates water sources, and creates breeding grounds for disease vectors.
Currently, the Site Management Committees (SMCs) under the Yobe State ACReSAL Project faces significant gaps in the practical skills needed for effective waste management, especially in the face of rising flood risks, and the ongoing construction to address the erosion menace that can be jeopardized if the end users are not empowered on mitigation measures.
As the focal NGO for the Yobe State ACReSAL Project, Global Peace Development (GPD) is committed to strengthening the capacity of local stakeholders to tackle these pressing environmental challenges.
In line with this commitment, GPD is seeking the services of a qualified and experienced waste management consultant (Individual or Firm) with proven expertise in sustainable and climate resilient solid waste management practices to support the project’s implementation and outcomes.
Purpose of the Consultancy
The consultancy is intended to:
The purpose of this training is to build the knowledge and practical capacity of Site Management Committees (SMCs) to implement effective and climate resilient waste management strategies in flood prone communities of the State where construction work is ongoing.
Approach and Activities
The consultant will work closely with the Global Peace Development Project Team in the implementation of this consultancy.
Specifically, the consultant is expected to adopt a highly interactive, practical, and participatory format with both theory and hands on sessions.
Key Activities:
Inception Report
2 day workshops
Use of participatory, workshop style training formats
Develop training manuals
Pre and post training assessments
Final Training report.

Understanding inappropriate waste disposal and management
Types of waste, environmental & health impact
Community based collection and waste segregation
Drainage System Maintenance
Composting and Organic Waste Management
Roles and Responsibilities of SMCs in waste management
Monitoring, Evaluation and Reporting (MER).
Expected Outputs and Outcomes:
Reduced flood severity caused by poor waste disposal
Trained SMCs effectively plan and implement SWM in their LGAs
Cleaner, healthier communities in Yobe State
Distribution of SWM training manual
Developed SWM action plans integrated into LGA flood preparedness
Stronger institutional capacity and coordination by SMCs
Post training improvement in knowledge and skills (via assessments).

Qualifications and Experience of the Consultant
Educational Background:
A minimum of a Master’s Degree in Environmental Science, Waste Management, Public Health, Environmental Engineering, Climate Change and Development, or a closely related discipline.
Additional certifications or training in waste management, climate change adaptation, or disaster risk reduction will be an added advantage.
Professional Experience:
At least 5 years of proven experience in designing, implementing, or facilitating solid waste management programs especially in rural or flood-prone contexts.
Strong understanding of the nexus between waste management, climate resilience, and public health.
Demonstrated experience conducting community level training and capacity building for local governance structures
Familiarity with climate-resilient and environmentally sustainable waste practices, including composting, segregation at source, drainage management, and recycling..
Proven ability to develop training manuals, action plans, and conduct pre/post assessments.
Excellent written and verbal communication skills in English; knowledge of local languages in Yobe State will be an added advantage.

The activity will be implemented in 2 days:
GPD shall pay the consultancy fee to the consultants as agreed between both parties by the contract agreement.
A 5% withholding tax will be deducted at source from the total cost of the consultancy fee for an individual and an Enterprise, and 10% from a Limited Liability Company.
