Network of People Living with HIV and AIDS in Nigeria (NEPWHAN) was established in 1998 as a non-governmental Organization to serve as a collective voice of PLHIV in the Country. The Organization is registered with Corporate Affairs Commission (CAC) in Nigeria in September 2004.
NEPWHAN is now Seventeen (17) Years Old as a vibrant patient community network in Nigeria. The network formed since 1998 has established structures at the zonal and all States including the Federal Capital Territory (FCT) and as well saddled with the responsibility of coordinating, supervising and monitoring activities and programs of over 1, 030 support groups membership across the Federation making it one of the biggest Patient network in Africa. Our GOALNEPWHAN has formed constituent bodies; Association of Youth Living with HIV/AIDS in Nigeria (APYIN), Association of Women Living with HIV/AIDS in Nigeria (ASWHAN), Association of Religious Leaders Living with and Personally Affected by HIV/AIDS (NINERELA+) to advocate and provide HIV programming intervention for the specific needs of their targets and members.

Job Title: State Program / Monitoring & Evaluation Officer
Locations: Bauchi, Katsina, Kebbi and Kogi

Position Summary
We are seeking highly skilled and experienced State Program / Monitoring & Evaluation Officers to support program implementation and monitoring across four states (Katsina, Kogi, Bauchi, and Kebbi) under a donor-funded HIV/AIDS intervention.
The successful candidates will ensure effective coordination, documentation, reporting, and quality assurance of project activities at the state and community levels.
Key Responsibilities
Support the development, deployment, and maintenance of strategic data collection tools and tracking systems for effective project monitoring and reporting.
Coordinate the identification, selection, and training of M&E focal persons at the state, community-based organizations (CBOs), and support group levels.
Provide technical assistance and mentorship to state-level and CBO M&E Officers to strengthen capacity on data quality management, analysis, and reporting.
Collate, review, and validate routine reports from support groups and CBOs, providing timely feedback and ensuring integration of M&E data into national data systems.
Lead capacity-building initiatives for sub-recipients (SSRs), including ongoing training on M&E frameworks, indicators, and data use for decision-making.
Conduct regular supportive supervision and routine monitoring visits to project sites, including data quality assessments using standard protocols.
Prepare and submit monthly, quarterly, and annual M&E reports, consolidating data from the state networks into approved data management platforms.
Support the daily administrative and programmatic implementation of field activities, ensuring alignment with donor and organizational requirements.
Liaise with program sub-recipients, consultants, and field partners to collect, collate, and analyze activity data and submit structured reports to the Program Manager.
Coordinate and manage all program activities within assigned states, ensuring timely execution of deliverables and adherence to project timelines.
Design and customize data collection forms and job aids for field staff, volunteers, and support group members.
Organize and facilitate workshops and trainings on HIV/AIDS, including health education, nutrition counseling, HIV counseling and testing, and psychosocial support services.
Deliver routine health talks, career guidance, and community-based outreach services at project sites.
Document and share success stories, lessons learned, and key program innovations to support knowledge management.
Qualifications and Experience
Minimum of a Bachelor’s Degree or HND in Social Sciences, Public Health, Statistics, or any other related discipline.
At least 5 years of progressive experience working in Monitoring and Evaluation roles within NGOs, CBOs, or international development settings.
Prior experience working on Global Fund HIV/TB grants is mandatory.
Strong knowledge of HIV care, treatment, and support interventions in Nigeria, including Adolescent and Young People Living with HIV (AYPLHIV) and AHD programming.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); ability to analyze and visualize data effectively.
Excellent written and verbal communication skills with demonstrated organizational and problem-solving ability.
High level of integrity, professionalism, attention to detail, and ability to work under tight deadlines with minimal supervision.
