Center for Advocacy, Transparency and Accountability Initiative (CATAI) was established in 2018 as a registered NGO with Head Office in Maiduguri - Borno State, with offices across Yobe and Adamawa state. We have been visible in Borno Adamawa and Yobe states implementing projects in Education, Protection (Child /GBV), WaSH, Nutrition, Empowerment/Livelihood, Governance, and Peace Building. Our approach is aligned with our mission to enhance service delivery and empower citizens, through our Humanitarian, Development, and peace-building nexus (HDP).
Borno State's education sector is grappling with significant challenges, particularly in the realm of gender-responsive education, amidst a backdrop of socio-political conflict. The persistent issues of low girls' enrollment, retention, and completion rates in schools are compounded by a low level of transparency in budgetary provisions and accountability mechanisms, which hinder effective monitoring of service delivery at both the state and local government levels. An analysis of the Annual School
Census 2022 revealed that several Local Government Areas (LGAs), including Damboa, Askira Uba, Mafa, and Gubio, exhibited alarming disparities in girls' education compared to their male counterparts, as well as a shortage of qualified female teachers.
In 2023, UNICEF, with funding from the Foreign Commonwealth and Development Office (FCDO), initiated the development of a comprehensive 10-year State Education Sector Plan (SESP) and a 3-year State Education Sector Operational Plan (SESOP) for 2024. This initiative was further complemented by the creation of a Local Education Sector Operational Plan (LESOP) for nine LGAs in Borno State, with the Joint Action Grant (JAG) 2024 members ensuring that the plans were gender-responsive.
The approval of LGA financial autonomy in 2024 has opened new avenues for local councils to fund education initiatives, thereby enhancing the influence of Local Government Executives in the implementation of the LESOP. The JAG 2024 project has established a robust foundation for transforming educational outcomes in Borno State, achieving notable milestones such as raising awareness of gender-sensitive education planning among key stakeholders, mobilizing government support for educational reforms, and building the capacity of Civil Society Organizations (CSOs) to advocate for transparency and accountability in the education sector.
Building on these successes, the current project aims to scale and operationalize the Gender Responsive Education Sector Plan (GRESP) across four selected LGAs, with an extension to nine LGAs in Borno State. The initiative will focus on strengthening accountability and transparency in education sector budgeting, planning, and implementation. By leveraging lessons learned and emphasizing evidence-based advocacy, the project seeks to drive inclusive education reforms, enhance accountability, and promote gender equity, aligning with the strategic objectives of key education stakeholders. This baseline survey will serve as a critical tool in assessing the current state of education in the targeted LGAs, providing essential data to inform the implementation of GRESP and ensure that educational interventions are effectively tailored to meet the needs of all students, particularly girls.
The implementation of the Gender Responsive Education Sector Plan (GRESP) in Borno State involves comprehensive data collection to assess educational outcomes, particularly for girls. This includes analyzing enrollment, retention, and completion rates across various Local Government Areas (LGAs), as well as evaluating the effectiveness of gender-sensitive planning and budgeting initiatives. The data collected will inform strategies to enhance accountability, transparency, and overall educational reforms in the region.
Key Responsibilities
Data Collection:
Conduct structured or semi-structured interviews using paper-based or digital questionnaires (e.g., KoboToolbox, ODK, SurveyCTO).
Visit households, institutions, or public places as per the sampling frame provided.
Accurately record responses and observations as per the project’s data collection tools.
Ensure informed consent is obtained from all respondents before starting any survey.
Translate and interpret questions into local languages when necessary to ensure clarity for respondents.
Community Engagement:
Liaise with community leaders and local stakeholders to gain access and build trust with the community.
Address respondents’ concerns about data confidentiality and ensure ethical standards are maintained.
Provide clear explanations to participants about the purpose of the survey and the organization conducting it.
Data Quality Assurance:
Review completed forms for completeness and consistency before submission.
Flag and report any challenges or discrepancies encountered during data collection to the supervisor.
Participate in spot-checks or back-checks as required by the quality assurance team.
Compliance:
Follow organizational and donor guidelines for data privacy, integrity, and ethics.
Abide by security protocols, especially in conflict-affected or hard-to-reach areas.
Respect cultural norms and practices while conducting interviews.
Required Qualifications and Experience
Minimum of SSCE or OND (Bachelor’s degree in social sciences, statistics, public health, development studies, or related fields is preferred).
Previous experience in data collection or survey implementation in humanitarian or development contexts.
Familiarity with digital data collection tools such as KoboToolbox, ODK, or SurveyCTO
Knowledge of local languages and customs of the target area.
Ability to navigate remote or rural environments safely and efficiently.
Strong interpersonal and communication skills.
