The Human Resources Officer (HRO) at Discovering Talents Academy (DTA) is responsible for managing all aspects of the employee lifecycle, from recruitment and onboarding to performance management, staff welfare, and offboarding.
This role is crucial in attracting, developing, and retaining high-quality talent, ensuring a positive and productive work environment that aligns with DTA's mission to "create an atmosphere of fun where kids can enjoy being kids" and its vision to "discover and bring out the uniqueness in every child." The HRO will champion DTA's values, foster a culture of professionalism, and ensure compliance with all labor regulations and internal policies.
Key Responsibilities
Recruitment & Onboarding:
Manage the end-to-end recruitment process, including job posting, screening applications, scheduling interviews, and conducting background checks.
Coordinate and conduct new employee onboarding, ensuring a smooth integration into the DTA team and a clear understanding of school policies, mission, and vision.
Prepare offer letters, employment contracts, and other necessary HR documentation.
Performance Management & Development:
Implement and manage the staff performance appraisal system, ensuring it is fair, transparent, and contributes to employee growth.
Utilize the DTA software's "Breakdown" and "History" features to analyze appraisal data, identify collective and individual training needs, and track professional development initiatives.
Coordinate and facilitate training programs, workshops, and professional development opportunities for staff.
Provide guidance and support to employees and managers on performance-related issues.
Staff Welfare & Relations:
Serve as a primary point of contact for staff inquiries, concerns, and grievances, ensuring prompt and fair resolution.
Promote a positive and harmonious work environment, fostering strong team spirit and collaboration.
Oversee staff welfare initiatives, including benefits administration and support programs.
Ensure adherence to DTA's non-discrimination principle, treating every staff member with equal respect and courtesy.
Policy Implementation & Compliance:
Ensure all HR policies and procedures (e.g., punctuality, dress code, ethical conduct, leave management) are communicated, understood, and consistently applied across the organization.
Stay updated on relevant labor laws and regulations to ensure DTA's compliance.
Maintain accurate and confidential employee records, both physical and digital.
Oversee the proper management of staff movement, including the issuance and tracking of gate passes.
Compensation & Benefits Administration:
Collaborate with the Accountant to ensure accurate and timely processing of payroll, salaries, deductions, and benefits.
Manage aspects of the DTA Compulsory Savings Scheme as it relates to staff contributions, ensuring accurate deductions and addressing staff queries regarding their savings.
Administer leave policies (annual leave, sick leave, maternity/paternity leave) and track employee leave balances.
Offboarding & Exit Management:
Manage the offboarding process for departing employees, including conducting exit interviews, processing final pay, and ensuring the return of company property.
Facilitate a smooth handover of responsibilities for departing staff.
DTA Software & Data Management:
Ensure the effective utilization of the DTA software for all HR-related functions, including staff records, performance appraisals, and communication.
Generate HR reports and analytics as required by management for decision-making.
Qualifications
Education: Bachelor's Degree in Human Resources Management, Business Administration, Industrial Relations, Psychology, or a related field. Professional HR certification (e.g., CIPM, HRCI, SHRM) is highly desirable.
Experience: Minimum of [e.g., 3-5] years of proven experience in a Human Resources role, preferably within an educational institution or a similar service-oriented organization.
Knowledge: Strong understanding of HR best practices, labor laws, recruitment processes, performance management systems, and employee relations. Familiarity with compensation and benefits administration.
Technological Proficiency: Proficient in HRIS (Human Resources Information Systems) or school management software (e.g., DTA software), Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Communication: Exceptional verbal and written communication skills, with the ability to communicate empathetically and professionally with diverse individuals.
Interpersonal Skills: Excellent interpersonal skills, with the ability to build rapport, mediate conflicts, and maintain confidentiality.
