The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.
The WASH Project Manager (Construction) is responsible for the design, development, and implementation of WASH infrastructure-related projects under the Education Core Competency.
The Project Manager (PM) will oversee a small, integrated WASH/Shelter team within the Education program, ensuring effective implementation and delivery, capacity building and technical skills transfer to the team.
The PM will play a key role in supporting the delivery of quality infrastructure activities in schools across NRC’s area offices, with regular field visits for technical assessments, staff and contractor supervision, quality control, and validation of completed works.
This includes reviewing and approving construction milestones, issuing certificates of completion, and ensuring that all infrastructure projects comply with NRC’s technical and minimum standards, donor requirements, relevant national regulations or cluster guidance, whilst ensuring consistency and quality.
In addition, the PM will contribute to the strategic program development, technical guidance, and the integration of WASH and some Shelter infrastructure components into the Education response, strengthening NRC’s capacity to deliver safe, inclusive, and sustainable learning environments in displacement-affected communities.
What You Will Do
Ensure that the WASH service standards are met in the Learning Spaces whilst supporting Better Learning Outcomes and delivering services that meet the needs of students and staff
Community engagements notably during technical needs assessments, WASH in schools training, and participation in focus group discussions,community meetings, and other community mobilization activities.
Support in construction project budgets, including approval of appropriate Project expenses (within approval limit), tracking of project spending and financial obligations, verification of monthly budget-vs-actual reports, estimation of projected spending, and submission of monthly cash forecasts.
Support in the identification of training needs for partners and implement appropriate interventions in rural and urban contexts in coordination with other NRC programmes
In coordination with the M&E, monitor and follow-up on quality of services provided by NRC in the field. Make recommendations for improvement. Ensure timely and quality monitoring reports of WASH/Shelter activities to ensure high technical quality and transparent processes
Coordination and Representation: Develop and maintain working relationships and coordinate with relevant international and local agencies active in the related coordination platforms at the area level.
Project Management and Implementation: Provide leadership and management of all aspects of WASH facilities design, school construction design general construction planning, implementation, quality, and accountability.
Integrate community approaches, gender and disablement sensitivity, Do No Harm/protection mainstreaming, environmental sensitivity, and capacity building into all activities as appropriate.
Establish, manage, and coordinate work plans for all project activities, including adjusting in response to any changes in the security situation in close coordination with the other CC Managers and specialists.
Responsible for a management culture and a working and learning environment aligned with NRC's values and leadership/management framework.
Ensure that 10% retention on construction activities achieve their objectives within the set timeframe.
Ensure that activities promote accountability to beneficiaries, gender and protection sensitivity and effective inclusion in programming.
Provide regular reports at the required frequency and in the required manner, document the success, challenges results and any other obstacles that may affect the implementation of the activities keep detailed records.
Support in assessing, evaluating, reviewing and approval of all construction-related activities to ensure that accurate and timely information is available.
Conduct regular field visits to all project sites to ensure that construction activities are adapted to local needs, provide quality control assurance, and provide regular internal and external reports on Project status, as required.
What You Will Bring
Professional Competencies:
Bachelor’s Degree in Environmental Health, Public Health with a focus on WASH, Civil Engineering, Hydraulics, Hydrology, or Architecture.
Minimum 4 years of experience of working as a Project Manager in a humanitarian/emergency/recovery context
Solid knowledge of the principles of WASH/Shelter and Education in Emergencies and Market based approaches in a conflicting environment
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Good knowledge of English of both verbal and written communication.
Context-related Skills, Knowledge And Experience:
Proven knowledge in construction works, borehole construction/rehabilitation, irrigation infrastructure, water points, and latrines construction/rehabilitation, School construction and rehabilitation etc.
Proven track record in managing and delivering projects effectively
Project design skills and a good command of computers (Windows, Word, Excel, PowerPoint, CAD software);.
Good knowledge of the use of NEAT+ tool.
Good capacity for planning and monitoring of activities.
Have good knowledge/experience in conducting qualitative/quantitative assessments and in responding adequately to identified gaps
Ability to work in a team and in a heterogeneous environment.
Have a good knowledge of the local cultures and languages of the areas of intervention
Experience in cash based approaches is an added advantage.
