Solidarites International (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total, made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
The WATSAN Officer, based in Gusau with regular visits to locations like Anka and Talata Mafara, reports to the WATSAN Team Leader. Staff shall therefore be able and willing to mobilize and travel instantly to remote and security sensitive locations, working within tight SI security protocols. Responsible for leading and supervising contractors and daily workers in the implementation of projects, respecting deadlines and technical specifications, standards and requirements.
He/she will work in harmony with the other officers (Shelter Officer, Hygiene Promotion Officers).
The core roles of this position involve conducting field and detailed technical assessments, drafting design packages and tools, supervising contractors and daily workers, preparing weekly activity plans, training workers and mobilizers, raising requisitions, compiling weekly activity reports, and ensuring the archival of project accountability documents.
Responsibilities
Diagnostic and Project Design:
Participate in logistical and administrative organization, planning, and preparation of job sites under the supervision of the WatSan Team Leader.
Conduct technical assessments on WASH Facilities.
Implementation and Monitoring:
Monitor technical activities for compliance with SI standards and SPHERE minimum standards.
Ensure the construction and/or maintenance of construction work, including workforce recruitment and training.
Allocate on-site workforce according to team leader's instructions.
Carry out work according to technical design, guidelines, and estimates.
Supervise operational teams, contractors, and communities, ensuring optimal resource utilization.
Organize, plan, and supervise community participation during activity implementation.
Anticipate and propose solutions for any problems associated with activity management.
Manage worksite materials supply in collaboration with the logistics department.
Report on the state of decentralized stock on sites to the project manager and/or team leader.
Participate in the evaluation of the technical competence of contractors.
Establish safety and security measures for each activity, ensuring compliance.
Prepare technical designs, BOQ, TOR, and other relevant technical documents/narratives for construction or project work.
Train and recruit daily workers (Carpenter, Mason, Plumber) following S.I. DW recruitment policy.
Conduct training on operations and maintenance for WASH committees in collaboration with the Hygiene promoter.
Liaise closely with the hygiene promotion team and relevant stakeholders throughout the planning, design, and implementation stages of WASH technical activities.
Archive monitoring tools and files in the Solidarités office for accessibility to the team leader and/or project manager.
Contribute to drafting project progress reports under team leader supervision
Report to the team leader on activity development, assigned tasks, encountered problems, and beneficiary relations.
Communicate all information or issues related to the activity, Solidarités programs, or safety concerns.
Maintain high technical standards in accordance with SI technical specifications
Perform duties professionally following Solidarites International Nigeria mission staff regulations, S.I mandate, and charter, including the promotion of gender equality and inclusive programming
Profile Forsaken
Studies: Minimum of BSC/ND in Civil Engineering, Water or Sanitation Engineering, Geology Or Hydrology.
Experience: 2 years’ relevant experience in a similar position with NGO
Language: English, Hausa mandatory and one of the local dialects is an added advantage.
IT: Good knowledge of CAD Software (Auto CAD Archi CAD etc) and should demonstrate solid proficiency in MS Office applications—particularly Word, PowerPoint and advanced Excel.
Technical Skills: good knowledge of project cycle, project implementation and project follow-up. Experience implementing WASH Infrastructural projects
Transversal Skills: Candidate should be reliable, honest, and accountable, with the ability to manage stress effectively. A team player with strong technical competence.
