Job Title: Financial Management Consultant

Job Description
The Financial Management Consultant will provide strategic oversight and guidance for the financial management of the program.
This role will include overseeing the financial reporting, auditing, budgeting, compliance with EU financial regulations, and ensuring that all financial operations are carried out efficiently and in alignment with the program’s objectives and EU standards.
Responsibilities
Financial Oversight and Reporting:
Provide guidance and oversight to ensure the proper allocation, utilization, and reporting of the program’s financial resources in compliance with EU financial rules and regulations.
Review and approve annual budgets, financial reports, and expenditure projections to ensure alignment with program objectives and compliance with EU requirements.
Develop and implement financial management and reporting tools, ensuring that financial data is accurate, timely, and transparent.
Monitor financial performance, including identifying potential financial risks, and advise on risk mitigation measures.
Ensure financial reporting is aligned with EU requirements
Financial Compliance and Controls:
Ensure that all program financial activities are compliant with EU financial regulations, including EuropeAid’s visibility rules, procurement guidelines, audit requirements, and financial reporting standards.
Review and ensure the implementation of robust internal controls to prevent financial mismanagement and fraud.
Assist in preparing for audits, ensuring financial records are in order, and addressing audit findings effectively and efficiently.
Ensure that the EU’s anti-fraud policies are implemented in relation to financial management.
Deliverables:
Quarterly financial oversight reports, including analysis of expenditures, budget variances, and risks.
Annual financial reports that meet EU standards and regulations
Regular updates on financial performance and risk management strategies to program management.
Requirements
Master's Degree in Finance, Accounting, Economics, Business Administration, or a related field.
Professional certification in accounting (e.g., CA, ACCA, or equivalent)
Minimum of 10 years of experience in financial management, preferably in international development projects funded by the EU.
At least 5 years of experience in a senior financial management role in social protection, public finance, or governance programs.
Proven experience working with EU financial management guidelines, EuropeAid procedures, and EU procurement processes.
Experience managing large-scale projects, with expertise in financial planning, budget management, financial reporting, and risk management.
Familiarity with EU financial audit standards and procedures, particularly in the context of international aid programs.
