For the 2025 Anambra Governorship Election, the organization is seeking an experienced Data Scientist to provide technical expertise in designing a gender-disaggregated election data framework as an institutional support initiative to INEC, support capacity building for INEC data officers, and lead data governance and analysis to inform evidence-based reporting and decision-making during and after the elections.
Objective of the Assignment
The primary objective of this consultancy is to ensure high-quality, gender-disaggregated election data collection, analysis, and reporting, enabling stakeholders to better understand women’s representation, participation, and experiences during the election process.
Scope of Work
The Senior Data Scientist will:
Design a gender-disaggregated data framework and indicators to support INEC data strategy.
Prepare and deliver training materials and sessions for INEC data officers on the designed framework.
Advise on observer deployment methodology, including developing a scientifically sound sampling approach for field observer allocation across LGAs.
Develop data governance protocols for the organization, ensuring real-time accuracy and reliability of collected data.
Lead advanced data analysis, visualization, and interpretation during the pre-election, Election Day, and post-election phases.
Contribute to periodic insights, dashboards, and the final post-election observation report.

Inception Note outlining methodology and data framework design (August 2025).
Gender-Disaggregated Data Framework & Tools for INEC and observers (August–September 2025).
Training materials and delivery of training sessions for INEC data officers (September–October 2025).
Real-Time Data Governance Protocols for Election Day (November 2025).
Analytical Dashboards & Data Visualizations for the Gender Situation Room (November 2025).
Final Data Analysis Report as part of the Post-Election Observation Report (December 2025).
Duration:
August – December 2025 (5 months), with heavier engagement during September–November 2025.
The role will require part-time expert-level support, mostly remotely. However, the consultant must be available to deliver an in-person training workshop and provide on-ground support during the election mission in November.
Qualifications & Expertise Required
Advanced degree in Data Science, Statistics, Computer Science, or related field.
Minimum 8 years of professional experience in data analytics, preferably in elections, governance, or political research.
Demonstrable experience designing gender-disaggregated data frameworks and indicators.
Strong technical skills in data architecture, visualization tools (Power BI, Tableau, or similar), and analytics platforms.
Proven experience conducting high-level training and capacity-building sessions.
Familiarity with Nigeria’s electoral system, INEC processes, and data infrastructure.
Excellent communication skills, with the ability to translate complex data concepts for non-technical audiences.
Payment Terms:
The consultancy fee will be negotiated based on the expertise and deliverables provided.
Payment will be made in three tranches:
20% upon submission of the approved Inception Note.
50% after design of the data framework, delivery of training sessions, and validated data tools.
30% upon submission of the final data analysis report.
Reporting Line:
The consultant will report directly to the Head of Programme & Strategy, with oversight from the CEO, and collaborate with the internal research & programme unit, as well as other external partners.
