Job Title: Certificate of Occupancy Officer

Location: Ode-Remo, Ogun

Job Summary

• The Certificate of Occupancy Officer is responsible for processing, verifying, and issuing Certificates of Occupancy in line with government policies and regulations.
• The role ensures proper documentation, compliance with statutory requirements, and the maintenance of accurate land records to support effective land administration and security of tenure.

Key Responsibilities

• Receive, review, and process applications for Certificates of Occupancy.
• Verify applicants’ documents, land ownership claims, and survey plans in line with relevant laws and regulations.
• Liaise with Survey, Town Planning, Legal, and Valuation departments to confirm accuracy and compliance of applications.
• Facilitate inspection of land/property for verification before approval.
• Prepare and forward recommendations for approval of C of O to the appropriate authority.
• Maintain up-to-date records of all applications, approvals, and issued Certificates of Occupancy.
• Advise applicants on requirements, procedures, and timelines for obtaining a C of O.
• Assist in the resolution of disputes or discrepancies arising during C of O processing.
• Ensure that fees and statutory charges are assessed and paid before issuance of Certificates.
• Draft, review, and update C of O documents before they are signed by the approving authority (e.g., Governor or Minister).
• Ensure compliance with the Land Use Act, planning regulations, and state government policies.
• Support the digitization and archival of land records for transparency and efficiency.
• Prepare periodic reports on C of O applications and issuance.

Qualifications & Requirements

• Bachelor’s degree in Estate Management, Urban & Regional Planning, Surveying, Law, Land Administration, or related field.
• Knowledge of land tenure systems, property law, and the Land Use Act.
• Minimum of 2–5 years relevant experience in land administration or property documentation.
• Strong analytical and documentation skills.
• Proficiency in MS Office and land administration software (GIS knowledge is an added advantage).
• Good communication and interpersonal skills.
• Integrity, attention to detail, and the ability to handle confidential information.
