Job Purpose
Provide independent assurance and technical governance for instrumentation C control (ICC) operations and maintenance across a large petroleum refinery.
Ensure instrument and control- system integrity, reliability and compliance with company standards, functional safety requirements and regulatory expectations.
Lead CMMS/master-data governance for ICC assets, assurance of calibration and testing regimes, turnaround readiness assurance, contractor competence assurance and continuous improvement to reduce risk and maximise plant availability.
Key Responsibilities
Design, lead and deliver the ICC maintenance assurance programme aligned with corporate governance, Process Safety Management (PSM) and asset-management objectives.
Carry out regular assurance reviews, audits and health checks of ICC maintenance processes (planning, scheduling, execution), calibration regimes, loop-checks, DCS/SIS change management and instrument integrity programmes. Produce clear findings with risk ratings and ensure timely closure of corrective actions.
Own CMMS master-data governance for ICC assets: validate asset hierarchy, instrument register, tag data, BOMs, PM/calibration definitions, failure codes, spares linkage and workorder quality. Drive improvements in PM/calibration compliance, backlog control and data-driven decision making.
Provide independent assurance for turnaround/shutdown readiness and execution for ICC scope: scope verification, instrument workpack quality, isolation and lockout procedures for instrumentation, spares C test-equipment staging, vendor readiness, loop testing, SAT/FAT and post-turnaround close-out.
Assure calibration and testing programmes: calibration intervals and traceability (ISO 17025 awareness), calibration lab QA, instrument accuracy checks, field calibrations, transmitter and analyzer calibrations, HART/Fieldbus diagnostics, and verification of calibration records.
Assure functional safety lifecycle activities for Safety Instrumented Systems (SIS): verification of SIL assessments, SIF testing, proof-test intervals, SIF test coverage, safety validation reports and evidence for regulatory/compliance audits (IEC 61511/61508 awareness).
Validate DCS/SIS change management and engineering work: ensure proper engineering change control, loop- and cause-and-effect checks, logic validation, FAT/SAT evidence, instrument cross-checking and tagging updates.
Monitor condition- and performance-monitoring activities (smart diagnostics, valve diagnostic tools, partial discharge for instrument transformers where applicable) and ensure findings are risk-ranked and closed via maintenance plans.
Govern failure investigation processes for ICC incidents: ensure robust RCAs, identification of root causes, assignment of effective corrective actions and verification of their effectiveness.
Provide independent challenge on maintenance strategy changes (RCM, FMEA, lifecycle interventions) for ICC assets to ensure technical robustness and appropriate change control.
Establish and maintain ICC assurance KPIs and dashboards (CMMS data quality, calibration compliance, PM completion, SIF test completion, loop-check pass rates, instrument-related trip frequency, RCA closure) and report to senior leadership and governance forums. Manage contractor and vendor assurance: audit contractor competence and QA/QC processes for instrument technicians, calibration houses and integrators; ensure adherence to SLAs, competence matrices and HSE requirements.
Champion competency assurance for ICC teams: validate competency matrices, training plans (HART, FOUNDATION fieldbus, DCS, SIL), certification requirements and technical assessment regimes for employees and contractors.
Support regulatory, insurance and third-party inspections/audits: ensure evidence packs, calibration/test records, SIS proof-test logs and change-management evidence are complete and defensible.
Lead a team of ICC assurance engineers and specialists, providing direction, coaching and governance to ensure a structured, systematic and compliant approach across the refinery.
Serve as an independent technical interface with operations, maintenance, projects and OEMs to ensure unbiased assurance and escalation of risks to management
Qualifications and Experience
Bachelor’s Degree in Electrical, Instrumentation Control, or related engineering discipline; Master’s degree is an advantage.
Minimum of 25 years’ experience in instrumentation and controls, with at least 10 years in senior leadership roles overseeing operations C maintenance in large refineries or petrochemical complexes.
Deep knowledge of ICC systems (DCS, SIS, PLCs, analyzers, transmitters, control valves) and standards (IEC 61508, IEC 61511, ISO 17025, ISA/IEC 62443 for cybersecurity).
Demonstrated experience in CMMS data governance, maintenance strategy development, calibration systems, and functional safety lifecycle management.
Proven track record in managing contractor competence, technical audits, and assurance programmes in high-hazard industries.
Strong leadership, communication and stakeholder management skills, with the ability to lead multi-disciplinary teams and influence senior management.
