The Federal Polytechnic Offa came out of gestation via a presidential announcement made during a courtesy call on His Royal Highness, Olofa of Offa, late Oba Mustapha Olawoore Olanipekun Ariwajoye II, by the then Military President, Gen. Ibrahim Badamasi Babangida, who was on an official visit to Kwara State in 1991. The Polytechnic has two Campuses (Main and Mini). The Main Campus is located along Ojoku Road, Offa while the Mini Campus is located along Osogbo Road, Offa, Kwara State.

Job Title: Director of Procurement

Duties
The Director of Procurement is the person with the responsibility of coordinating the processing of all procurement activities of the Polytechnic including the following:
Submission of the procurement plan prepared by the Procurement Planning Committee to the Tenders Board for approval.
Preparation of tender notifications and request for expressions of interest.
Preparation and submission to advertising media the documents for: soliciting quotations, prequalification, bidding and request for proposals.
Issuing documents for soliciting quotations, prequalification, bidding and request for proposals.
Receiving and arranging opening of prequalification documents, bids, quotations and request for proposals.
Submission of evaluation reports to the Tenders Board for. prequalification, bids, quotations and consultants' proposals, for approval.
Submission of quotations for minor value procurements (below Naira 1.0 million) to the Accounting Officer for approval.
Making arrangements for contract negotiations.
Making arrangements for contract signing by the Accounting Officer.
Preparing documentation for submission to the Bureau for approval.
Preparing responses to complaints for submission to the Tenders Board; for approval.
Preparation of documentation on complaints for submission to the Bureau.
Preparation of all data and information required by the Bureau.
Any other assignment that will be given by the Accounting Officer that may be necessary to enhance performance of the procurement function."
Qualities and Qualifications
The right candidate for this position:
Must possess a Bachelor's Degree with Honours or equivalent qualification in any of the following disciplines from a recognized institution: Economics, Business Administration, Accountancy, Law, Insurance, Banking and Finance, Marketing, Quantity Survey, Engineering, Computer Science, Statistics, Purchasing and Supplies or other related disciplines.
Must possess at least fifteen (15) years cognate experience in a Polytechnic or similar institution, and NYSC Discharge/Exemption/Exclusion Certificate.
Must be proficient in information and communication technology, and able to use a standard software for procurement.
The Candidate must possess professionally recognized certificate with current practice license.
Must have attended Bureau of Public Procurement Training and passed (where applicable) the required examination.
Must be able to display a good understanding of the Public Procurement Act, 2007 and its extant guidelines in Nigeria."
Must not be more than 59 years of age at the time he/she assumes duty.
The Candidate must show medical fitness for the Position.
Terms of Appointment and Conditions of Service
The appointment is for a term of Five (5) years and no more.
The salary for the position is CONTEDISS 15 while other terms and conditions of appointment are as provided by the conditions of service of the Federal Polytechnics in Nigeria and as may be determined from time to time by the Federal Government of Nigeria or the Governing Council of the Polytechnic.
The appointee shall enjoy other benefits of office as may be approved from time to time by the Federal Government.
