The Tender Board, Planning & Cost Estimation Analyst is responsible for coordinating and analyzing tender processes, procurement planning, and provision of all cost estimating and optimization services to all departments in the company in a timely manner.
The role ensures that all procurement and contracting activities comply with company policies, regulatory requirements, and industry best practices while optimizing cost efficiency and supplier performance.
Responsible for process compliance and performance management to achieve company objectives and ensure that all SCM reports are prepared and circulated in a timely manner.
Contribute as a member of the SCM Planning and Performance team and deputize as required for the Lead. Execute all delegated tasks as may be assigned by the SCM Lead, Planning and Performance
Assist in developing procurement plans and strategies aligned with business objectives.
Coordinate tender board meetings, prepare documentation, evaluation reports, and recommendations for contract awards.
Liaise with internal stakeholders to identify procurement needs and establish sourcing strategies.
Ensure due compliance with the company’s Contracting Policies and Procedures and Tender Board directives
Manage the Tender Board Secretariat activities, including claims registration, company cost estimate submissions, and related documentation.
Provide support in the safekeeping of sensitive documents, including original contract documents; contract securities such as Bonds, Parent Company Guarantees, Advance Payment Guarantees and so on; and Assignments and Novation. Exercise effective custodianship of such documents.
Develop a tracking and monitoring process to ensure consistency in the application of the tender board process, and to ensure that all tender board directives are adhered to.
Monitor contract performance, ensuring timely delivery and adherence to agreed terms.
Maintain a database of vendors and procurement records for audit and reporting purposes.
Cost Estimation & Budgeting:
Provide cost estimating support services, utilizing various data banks, Companies’ in-house estimating manuals and/or industry sources throughout the entire Project lifespan. Estimate project cost based on Bill of materials, labor cost, and project specification to express the most representative cost estimate.
Analyze data to determine estimated costs for materials, labor and other related costs to support the contracts and procurement team, operations and projects
Daily sourcing, collection, compilation and updating of market price data of materials, equipment, and manpower to be used in the cost estimate that supports the billing, quotations and company’s financial plans. Perform internal and external benchmarking reflecting the assessed risk parameters (i.e. against historical performance, industry norms and established KPIs) to improve and optimize costs
Liaise with C & P Analysts (Buyers), Project Engineers and Bid Administrator to track and report Cost estimating request status. Participate in peer reviews as required.
Abreast of changing developments in estimating advances by reviewing technical literature, contact with Manufacturers and stockists, visits to construction locations and attending professional and technical meetings.
Contribute to major Cost Estimating performance improvement and assist in minimizing the potential for contract claims. Managing and improving the pricing and costing models, along with the operational delivery of any changes. Provide in-depth pricing and costing analysis to support all the company’s business operation

Data Analysis & Reporting:
Collate, analyze, and maintain Dashboard KPIs and Management information packs to provide management information such as Progress against KPI´s required for engagement with stakeholders, such as third-party spend reports for individual functions / businesses.
Responsible for the timely and efficient preparation of all reports (SCM activities, initiatives, value and cost saving tracking, spend data analysis), periodic and ad-hoc.
Develop procurement reports and dashboards for management decision-making.
Track key performance indicators (KPIs) related to tendering efficiency, cost savings, and supplier performance.
Utilize data analytics tools to improve procurement forecasting and cost control.

Qualifications & Experience
Bachelor’s degree in supply chain management, Business Administration, Finance, Engineering, or a related field. A master’s degree is an advantage.
Professional certification such as CIPS (Chartered Institute of Procurement & Supply), PMP (Project Management Professional), or equivalent is preferred.
Minimum of 5-7 years of experience in cost estimation, preferably in the oil and gas or energy sector. Procurement, tendering, skills will be an advantage
Strong knowledge of procurement planning, cost estimation methodologies, and supplier evaluation.
Proficiency in procurement systems such as SAP, Oracle, or similar ERP tools.
Excellent analytical skills with the ability to interpret complex cost data.
