The technical consultants will provide time-bound, outcomes-focused technical support to improve government-led delivery of HIV care and treatment in ECEWS ACE 5 supported states, in collaboration with the project leadership across various thematic Areas

Objectives
Improve data quality, completeness, timeliness, and use across platforms.
Optimize clinical cascade performance.
Drive uptake and quality of maternal–infant services.
Strengthen last-mile availability of vital commodities, including requisition/reporting flows
Improve accreditation-readiness of project-supported laboratories
Ensure integration of TB/HIV services across continuum of care.
Strategic Information (SI)
Key Tasks:
Translate ACE 5’s rich data streams (LAMISPlus, DHIS2) into predictive and prescriptive insights for continuity on treatment, VL suppression, testing yield, and supply chain reliability.
Reduce frontline burden via automation and copilots (data quality checks, documentation assistance, guideline search) with human-in-the-loop controls.
Strengthen governance using existing AMELP and Data Management Plan assets; aligned with PEPFAR and GoN data standards and privacy requirements.
Build sustainable capacity through targeted training.
HIV Care & Treatment (PCT):
Key Tasks:
Support the state governments to develop a mentorship protocol for clinicians/other healthcare workers on HIV Care and Treatment (testing, adherence, advanced HIV disease, viral load, etc)
Create state-specific training slides for government staff on ART services
Develop protocol for site-level oversight and supervision of ART services by government staff.
Support the development of a project-level guidance document covering implementation approaches in HIV care and Treatment.
PMTCT & Paediatric (AP3):
Key Tasks:
Design a simplified framework for field teams to use PMTCT data for decision-making.
Design a performance and accountability model for the Mentor Mother Initiative
Identify alternative models and strategies to ensure host government ownership and support of the project-supported AP3 structures.
Assess the PMTCT data flow to identify the root causes of underperforming quality indicators.
Logistics & Supply Chain:
Key Tasks:
Provide technical support to facility laboratory personnel to strengthen reporting systems, ensuring quality, accuracy, and timeliness of logistics data submissions, including weekly reporting and bimonthly CRRF.
Strengthen state/LGA LMIS practices (forecasting/quantification, RIRF timeliness, stock status monitoring), with feedback loops into clinical micro-planning.
Laboratory Services:
Key Tasks:
Support and drive full integration of ART laboratory services into routine laboratory services in supported health facilities, ensuring sustainability, efficiency, and improved patient outcomes
Advance MLSCN/WHO-AFRO accreditation readiness, including technical support for the implementation and strengthening of Quality Management Systems (QMS) in supported facilities
Conduct capacity building and mentorship for laboratory personnel and implementing partners on HIV diagnostics and monitoring.
TB/HIV:
Key Tasks:
Collaborate with the government of Nigeria (MOH, NTBLCP, NACA) to drive sustainable activities promoting government ownership of TB/HIV interventions.
Identify technical capacity gaps among program staff, facility teams, and stakeholders, and develop targeted mentorship and training plans.
Expected outcomes:
Improved financial management and internal control framework and procedures.
Reviewed policies and procedures with adequate controls and safeguards in place
Development of risk management and mitigation strategies
Improved human resources and asset management systems
Qualifications and Experience
Advanced degree (MPH, PhD, Fellowships) in public health and related disciplines
8–12+ years’ progressive experience in PEPFAR HIV programs in Nigeria.
Demonstrated success in thematic area
Strong mentoring and government/partner coordination experience.
