The Quantity Surveyor/Procurement Manager is responsibilities include strategizing to find cost-effective deals and suppliers. Additionally, to identify the most effective ways to reduce procurement expenses, allowing the company to invest in growth and its people.
Responsible for driving strategic and tactical procurement, sourcing, contract administration, negotiations and supply benchmarking/management for UPDC.
The Quantity Surveyor/Procurement Manager requires a quantity surveying background with the ability to review cost submissions and Bills of Quantities for all scale projects.
He/she knows construction contracts to better understand how the contracts will affect how projects are priced.
Responsibilities
Maintain the database register of companies for development department.
Register consultants, suppliers and contractors who wish to work with UPDC.
Prepare cost estimates as required for all developments and projects.
Measure and price construction drawings. Develop BOQs as required.
Attend meetings and prepare project/board reports as required.
Conduct tenders and tender negotiations as required.
Receive, manage and resolve tender queries/clarifications where applicable.
Prepare and administer construction contracts as required.
Co-ordinate tender lists through UPDC’s procurement and project processes.
Attend project and contract reviews, as required, to meet the needs of the project and the business unit.
Appraise contractor capabilities, including financials, capacity, quality etc.
Procurement Manager:
Develop the procurement strategy for all developments and projects as required.
Develop and maintain the material procurement schedule as required.
Produce any additional report/strategy required to improve the efficiency of the process or reporting required for management and/or the board.
Devise sourcing strategies for all materials.
Discover profitable suppliers and initiate business and organization partnerships.
Negotiate with external vendors to secure advantageous terms.
Foresee alterations in the comparative negotiating ability of suppliers and clients.
Finalize purchase details of orders and deliveries.
Conclude evaluation of procurements and supplies activities and provide recommendation to relevant parties.
Liaise with the consultant team and obtain quality certificates for all materials to be procured.
Liaise with suppliers and project manager and oversee delivery of materials to site.
Ensure quantity and quality of materials delivered to site.
Track and report key functional metrics to reduce expenses and improve effectiveness.
Collaborate with key persons to ensure clarity of the specifications and expectations of the company.
Predict and prepare for unfavourable events through analysis of data and prepare control strategies.
Perform risk management for supply contracts and agreements.
Control spend and build a culture of long-term saving on procurement costs.
Interface across the business and projects to provide best value service to the project teams by ensuring effective communication of procurement activities.
Ensure compliance with statutory and local policies, standards and procedures throughout the procurement process.
Drive best procurement practices across projects and maintaining procurement controls and ensuring compliance with core processes.
Responsible for all service/material requests and planning activities associated with procurement, strategic sourcing and vendor management that support project development.
Responsible for measuring, monitoring and proactively managing supplier performance relationships to facilitate enhanced value delivery from the supply chain.
Cost Database Management:
Liaise with suppliers weekly and obtain latest prices for any/all building materials required by the development team.
Update the price data base weekly and provide latest cost updates to the project teams
Produce weekly reports on the price data base advising on latest trends in material prices
General Responsibilities:
Prepare reports for the business as required to communicate issues or initiatives as directed by the Development Director.
Prepare other project related documents as required.
Update SOPs and Policies for the department as required.
Provide guidance and training to other members of the development team and business as required.
Ensure that project documents and folders are properly saved on the centralised server.
Provide information to the business relating to costs of building materials as required.
Provide support to UPDC subsidiaries as required.
Support the project managers as requested by the Development Director.
Qualifications
Interested candidates should possess a Bachelor's Degree with 8 years experience.
Salary
N900,000 - N1,200,000 / Month.
