The Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) is a strategic government effort established by His Excellency, President Bola Ahmed Tinubu, as a cornerstone of the Renewed Hope Agenda in October 2023.
Operating under the auspices of the Federal Ministry of Health & Social Welfare and the leadership of the Coordinating Minister of Health and Social Welfare, PVAC aims to unlock billions of dollars in new investment into Nigeria’s healthcare delivery system.

Background
Globally, translational research is acknowledged for improving healthcare delivery. To ensure that evidence-based interventions effectively reach patients and communities, there is a growing consensus that translational research and implementation science need to align appropriately.
Assessments of the translational pipeline have shown that crucial translational blocks obstruct progress from discovery to impact in the absence of planning.
Although clinical, public health and policy research have advanced significantly worldwide, the development of clinical and translational research in Nigeria remains limited. In Nigeria, there are limited research activities aimed at impacting the healthcare value chain.
Existing reports highlight persistent challenges, including inadequate funding and infrastructure, unfavourable policies and regulatory environments, limited global exposure, weak intersectoral collaborations, and low political commitment.
Addressing these systemic barriers will require a substantial increase in research initiatives and prioritizing investment in this area.
Furthermore, research efforts need to be strategically aligned with national health priorities to ensure meaningful and sustainable improvements in healthcare.
The Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) represents a landmark effort to strengthen Nigeria’s health systems by facilitating strategic investments, enhancing access to healthcare services, and fostering multi-sectoral collaboration.
To this end, PVAC seeks to engage a consulting firm for catalysing research into impact for the healthcare value chain.
Justification of Project
Nigeria bears a significant burden of communicable and non-communicable diseases, making the rapid uptake of effective innovations critical to achieving national health targets. For instance, initiatives to develop new vaccines, diagnostics, and treatment protocols can only improve population health when they are effectively translated into practice and policy. However, despite the vast body of evidence from basic and clinical research, the limited capacity of the health research system undermines impact.
Thischallenge is compounded by weak infrastructure, restricting the country’s ability to respond adequately to its disproportionate disease burden. At the same time, the lack of Medicines’ Security, exacerbated by dependence on pharmaceutical imports and inadequate local production, weakens healthcare delivery systems. Therefore, strengthening research activities offers a strategic pathway to address these gaps.
Objectives
The primary objective is to provide Terms of Reference for the consultancy firm, which shall be engaged to undertake research and other activities aimed at impacting the health value chain.
Terms of Reference
Conceptualisation of operational research for catalysing and impacting the healthcare value chain.
Development of research instrument, including relevant project design, validation, and pilot testing.
Collection of data alongside relevant analysis to identify an evidence-based strategy to impact the health value chain positively.
Articulation of a contextual stakeholders map reflective of the healthcare value chain.
Implementation of relevant advocacy, engagement and enlightenment activities for impact awareness.
Deliverables and Output
Completion of research proposal with methods included.
Availability of research instrument.
Ethical approval document.
Research findings and relevant output.
Detailed project report.
Media output such as photos and advocacy activities.
Duration and Location of the Assignment
The duration of the assignment is for a period of 4 months. The assignment will primarily take place in Nigeria.
