Background

• ICAP at Columbia University (ICAP) coordinates the multi-country CQUIN learning network, funded by the Gates Foundation.
• In March 2025, the CQUIN project rapidly pivoted its scope to address the changing HIV landscape and expand joint learning and experience sharing around integration and sustainability of HIV programs in Africa via country-to-country learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV programs.
• Under the supervision of the Program Director (CQUIN/HIVE), the Deputy Project Director (Technical) will lead the delivery of high-quality technical assistance and provide strategic thought leadership to support the implementation of nationally prioritized HIV services.
• This includes identifying and scaling innovative, efficient, and high-impact service delivery models, as well as operationalizing quality management programs across the network to strengthen the foundation for sustainable HIV programming.
• The Deputy Project Director (Technical) will provide coordination and oversight to reposition CQUIN’s knowledge exchange platforms including communities of practice, in-person CQUIN meetings, webinars, country-to-country exchange visits and technical assistance, aligned with network member country plans for sustainable HIV programming.
• As part of the CQUIN leadership team, s/he will also support strategic planning and project evaluation; support regional project staff as they liaise with Ministries of Health and other partners to advance the scale-up of prioritized service interventions through innovative service delivery models; coordinate ICAP’s technical assistance in a wide range of domains related to HIV core services, including support for updated operational manuals and guidelines; capacity building at the national and sub national levels; and convene meetings, workshops, and country-to-country visits.

Roles and Responsibilities

• Supervises a regional team of multidisciplinary CQUIN Clinical Advisors.
• Provides high-level technical assistance to support the design, implementation, and evaluation of HIV programs in CQUIN network countries.
• Coordinates the design, implementation, and evaluation of CQUIN’s communities of practice; oversees and guides technical leads to convene and facilitate country-to-country exchange visits; and supports the co-creation of resources, frameworks, and tools.
• Supports the design, implementation and evaluation of in-person and virtual meetings and webinars, including developing concept notes, agendas, and session panels and presentations; preparing participants; reviewing presentations; analyzing evaluation data; and writing reports.
• Represents ICAP and the CQUIN project at meetings with government officials, donors, and partner organizations, in coordination with CQUIN leadership.
• Supports effective project management, including leading the development and monitoring of work plans and documentation and coordinating project performance monitoring.
• Coordinate with the Program Director to support program planning, management, and delivery of country-to-country learning, documentation, and evaluation, and ensuring that measurable outcomes are attained within CQUIN-supported countries.
• Work closely and coordinate activities with the CQUIN sister-network (HIVE) leadership
• Collaborate with the CQUIN monitoring and evaluation, quality management, and clinical teams to support data performance reviews, action plans, and follow-up activities.
• Supports the development and implementation of catalytic projects

Requirements
Education:

• Requires an advanced degree(s) in medicine, nursing, and/or public health.

Experience, Skills, and Minimum Required Qualifications:

• Minimum of ten (10) years of progressive responsibility designing, implementing, and evaluating HIV programs in Africa.
• Extensive experience supervising complex HIV service delivery interventions.
• Demonstrated excellence in leadership of health programs and initiatives in Africa.
• Experience working in collaboration with Ministries of Health and other governmental and non- governmental partners to provide technical assistance and to influence policy and advance adoption of innovative program designs.
• Experience planning and hosting both in-person and virtual meetings and/or webinars.
• Proficiency with Microsoft Office suite, including Word, Excel, and PowerPoint is required.
• Experience designing and implementing implementation science research is desirable but not required.
• Excellent English communication skills (written/oral presentation) with the ability to synthesize complex information for a diverse group of stakeholders.
• Fluency in French and/or Portuguese is desirable but not required.

Travel Requirements:

• Frequent international travel is expected (30-40% of the time).
