Job Title: Programme Monitoring and Improvement Lead

Overall Purpose
The Programme Monitoring and Improvement Lead is responsible for leading efforts to develop, rollout, and quality assure programme and project monitoring and accountability efforts across GAIN’s thematic, programming and geographical areas.
This position is intended to provide both strategic, technical and operational leadership with regards to monitoring and accountability services to all programs and projects and to monitoring staff in all GAIN program locations to improve the quality and efficiency of programme and project monitoring and the regular utilization of monitoring data to inform needed program and project improvements, as well as reporting on outcomes.
In addition, the role will be responsible for the setting up of an effective accountability mechanism for the population we are working with.
Tasks and Responsibilities
Monitoring, program and project improvement:
Lead the development of procedures for programme and project monitoring (tools, processes for data collection, consolidation, and utilization), working with technical advisors from the thematic and KL team as well as project staff to ensure feasibility and relevance for programme models and drawing lessons from global best practices.
Lead efforts to innovate in the approaches taken to data collection and consolidation, particularly using digital tools and linked with existing GAIN programme and project management tools
Lead the design and use of the programme and project monitoring tools and processes to specific projects.
Lead training, mentoring and capacity development to improve the quality of programme monitoring across the organization.
Oversee the quality assurance of all programme-monitoring related activities.
Work closely with KL colleagues and PMs to guide the critical analysis and interpretation of monitoring and research results to formulate recommendations on program actions, improvements, and lessons learned, as appropriate.
Lead the development, training for and roll out of procedures and tools for capturing, managing and utilizing feedback from communities and programme participants ensuring both horizontal and vertical accountability.
Ensure accessible feedback mechanisms that are low obstacle and accessible for communities and people we work with, in and for.
Work with programme teams to ensure feedback from participants is incorporated into adaptive management practices.
Reporting and stakeholder engagement:
Ensure a coordinated effort is in place to collect data properly and consistently across the organization, programs and projects in a timely fashion for both internal and external reports.
Produce a bi-annual accountability report for the SMT and / or as ad hoc requested based on data collected.
Oversee and interpret monitoring data as part of preparation for GAIN’s performance and donor reports.
Provide senior guidance and oversight on the dissemination of monitoring results to appropriate audiences, interpretation of data and follow-up / corrective action.
Lead on the engagement with partners, academic entities and other sector relevant entities for data collection and interpretation.
Capacity strengthening and knowledge mobilization:
Identify and develop approaches to address capacity development needs related to programme monitoring, including among partners.
Identify and lead opportunities to generate global public goods (e.g., tools, peer reviewed publications, and papers in GAIN paper series, among others), building on evidence of good practice in programme monitoring and GAIN’s experience and evidence.
Lead on creating a better and broader understanding of monitoring and accountability across GAIN.
People’s Management:
Line management of the Programme Monitoring & Improvement advisors who provide support across GAIN’s country portfolio and specific portfolios. Ensure a healthy working environment, guidance and support, training opportunities.
Matrix management of in-country PMI staff. Provide technical support to PMI teams and their line managers.

Works closely with Programme and Project Leads, Country Directors, and Monitoring staff in all countries

Job Requirements
Educational Qualification:
Master’s Degree in relevant field or equivalent study and/or relevant professional work experience
Experience:
International experience working in/ supporting programmes in low- and middle-income countries.
Leadership experience in the development of programme & project monitoring and accountability.
Demonstrated experience in extracting key learnings and effective practices from programme monitoring and its application to programme improvement
Expertise in data management and analysis tools and software
Experience in training (developing curriculum, short courses, teaching) staff on topics related to programme monitoring strongly preferred
Proven stakeholder management experience
Proven people management / supervisory experience working within a matrix organization
Training and experience in research and/or impact evaluation or business analytics an asset
Competencies:
Expertise and experience in programme & project monitoring management
Demonstrable knowledge and expertise in monitoring and accountability tools (including digital applications), their practical application across a project portfolio and quality assurance
Excellent project management skills
Excellent skills to design, collect, and analyze monitoring data and interpret implications for programme learning and improvement (including programme team collaboration and communication)
‘Out-of-the-box’ thinking in relation to data sources and innovative technology solutions
Excellent communication and facilitation between programme teams with varying levels of technical knowledge. Strong communicator, with excellent writing and presentation skills and the ability to present complex information to diverse audiences
Ability to work effectively as part of a global multicultural team.
Clear and systematic thinking that demonstrates good judgment, expert problem solving, and creativity

Fluency in spoken and written English required; fluency in a second language an asset
