The State Team Lead is a key member of the MSI Nigeria programme operations team that works closely with other team members in the state to achieve project objectives in alignment with state priorities and all MSI Nigeria interventions in the state of coverage.
STL is responsible for supporting the coordination and management of all field implementation, financial, and administrative activities enabling the prompt and proper delivery of all project activities in assigned state.
He/she supports the Regional Manager in coordinating the operations and implementation of projects in assigned state ensuring effective implementation, continual improvement and strengthening of service delivery programmes across MSI Nigeria channels in the state - PSS, Marie Stopes Ladies, outreach etc.
He/she will be responsible for stakeholder relationship management, government and non-government stakeholders.
Key Responsibilities
Field Operations Management:
Follows up with state teams in assigned state to ensure that agreed task are delivered on schedule.
Work closely and coordinate support office functions and channel to regional and programme managers to ensure leadership and growth of outreach, MS Ladies, Public Sector Support (PSS) and Social Marketing operations
Support regional and state teams in the development of annual and quarterly budgets and financial performance targets and monitoring budget management and performance.
Ensure equitable distribution of resources according to the workplans and resource needs of all team members.
Monitor progress of field activities and make adjustments as necessary to ensure the successful completion of set objectives
Work with regional logistics teams to implement an effective system for the supply of commodities to match client demands.
Lead in Team budget management including in any other duty reasonably assigned by the country director.
Programme Operations, Implementation and Management:
Provide budget codes and track approvals versus actual expenses.
Review staff advances and retirements and ensure all compliance measures are in place
Lead in setting up new state teams and channels; launching new offices and supporting them to grow to high productivity and efficiency.
Work closely with field operations team members, and take a strategic, forward-looking role in establishing MSI Nigeria's future programme direction, with a particular focus on driving MSI Nigeria towards programme sustainability.
Draft and implement state operations workplans in consultation and co-ordination with other departments including overseeing field operations budget management reviews and approvals in assigned state.
Ensure all field activities are implemented on time, to scale, within budget, and to quality
Advocacy and Stakeholder Management:
Lead the formation of effective partnerships within the development arena to increase the status and level of recognition for MSI Nigeria’s work and to influence policy, practice, and grant-making decisions of donors and the NGO sector in assigned state.
Create and support opportunities to highlight MSI Nigeria policy messages and technical expertise to a wider audience through media channels and special events, linking with communications and clinical teams as required
Build strong relationships with key policy makers and cooperating partners in assigned state to ensure strong collaborative relationship between the state and MSI Nigeria
Ensure visibility and raise the profile of MSI Nigeria among key stakeholders, donors’ and partners in the state by organizing and attending meetings and maintaining professional relationships with relevant institutions, individuals, communities and stakeholders
Reporting and Data Management:
Continuously mentor and support the team to build their capacity for data management, quality, analysis, research, and evaluation including Management Information Systems (MIS)
Ensure 100% reporting of all service data from state of coverage (across channels) are collected, collated, and reported.
Ensure all service data reported are correct, complete, consistent, within reporting dates, and up to date
Working with RME unit, ensure data quality compliance as part of all SSVs
Conduct monthly channel level performance management including reporting rate analysis for each channel under his/her supervision.
With support from the RME, ensure alignment with state MoH/SPHCDA M&E activities and priorities
Collate monthly, quarterly and annual Operations reports flowing from all focal channel staff in the region
Work with Regional RM&E to produce state monthly factsheet.
Work with the Operations Director to ensure operations data management alignment with field strategy, agreement on annual targets and inclusion of data collection and analysis activities in the work plan
Work with state channel focal staff to ensure at least one human interest story or success story are produced monthly. This must be well documented and presented as part of monthly reports
Team Leadership and Performance Management:
Monthly tracking of teams’ performance against KPIs, develop SMART action plans for identified challenges/gaps and suggest way forward in monthly reports to line manager
Link, train and harmonise different channel and support units in the state to work efficiently together
in order to meet field operations requirements
As a member of the operations team, demonstrate a strong commitment to MSI's mission and goals working with other team members and channels.
Manage team productivity, conduct performance reviews/support state team members in the development of annual performance objectives
Ensure that a high level of communication is maintained with state team members across channels
Encourage a positive culture, work environment, and attitude among team members in the assigned state of coverage.
Ensure quarterly development of human angle stories for and consistent contribution to state and national factsheets, newsletter and MoreTogether.
Share best practice(s) during strategic meetings.
Administration and General Duties :
In coordination with the Regional Admin Officer-RAO and Regional Finance officer-RFO, coordinate store requisition and issuance of commodities to project staff within the state and ensure proper accountability and reporting of all items within the store as approved by Regional Manager.
Support procurement at the state level ensuring that MSIN’s policies and procedures are followed strictly and documented with support from RAO and approval from Regional Manager
Ensure functionality of all gadgets and tools installed within the state office and coordinate all vehicle related issues
Maintain daily attendance/movement register in the state office
Approve the requisition and movement of project vehicle in the state office except for outreach team
Other:
Carry out any other duties as reasonably requested by the Regional Manager or management
Key Experience / Qualification / Skills
At-least First Degree in Communication, Public Health, Social Development, Management or a related discipline required.
At least six (6) years post NYSC experience in INGO.
Experience in FCDO/BMGF or other donor funded projects is an asset.
Experience in project management.
Experience in operations.
Proven excellent technical, oral, written, and editing abilities.
Ability to present and write for multiple audiences.
Extensive working knowledge of Microsoft Office
Ability to work well with others in team environments.
Must be able to satisfy stakeholders.
Should be able to work in deadline driven/results orientated atmospheres.
Strong people management skills.
Strategic guidance and planning skills.
Report writing.
