Description
- Nuru Nigeria extends an invitation to qualified and reputable Health Maintenance Organizations (HMOs) to submit proposals for the provision of comprehensive healthcare services to its employees throughout Nigeria.
Scope of Service:
The selected HMO will be responsible for delivering and managing the following services not limited to:
- 24/7 access to comprehensive healthcare for Nuru Nigeria staff, including:
- General medical care
- Dental services
- Laboratory diagnostics
- Optical care
- Gynecological and pediatric services
- Surgical procedures
- Prompt and efficient emergency medical response
- Robust referral systems across accredited health service providers in Nigeria
- Regular provision of medical usage reports and coverage statistics
- Advisory support on wellness programs, epidemic response, and general health strategy.
Eligibility Criteria
To be eligible for consideration, interested organisations must provide the following details:
- Profile of the organisation, including organisation’s certificate of incorporation, physical address, and contacts (telephone and email).
- Curriculum vitae for the key personnel directly involved in this service
- Tax Clearance Certificate
- Evidence of financial management systems (must include the most recent audited accounts)
- Evidence of previous similar services provided (must include any or all of the following; award letters, contract agreements, service completion certificates)
- List and contact of clients benefiting from the vendor’s HMO services
- Evidence of registration with relevant regulatory bodies (NHIS accreditation, CAC, etc.).
- Technical proposal (service delivery model, claims management, customer service).
- Financial proposal (premium rates per plan, terms of payment).
Selection and Evaluation criteria
- A panel will be constituted to review the submissions and shortlist applicants to proceed to the next stage of Request for Proposals based on the criteria listed above.
- At this stage, a ‘yes’ or ‘no’ qualifier will be used to rate all the points above, and only organisations with a ‘yes’ response against all the points above will be considered.
- Only organisations that satisfy the Pre-qualification requirements will be contacted with the Request for Quotation (RFQ) documents.
Opening, Evaluation of Tenders and Selection Criteria:
- The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.

- Compliance with Nuru Nigeria Procurement terms and conditions. (Administrative)
- Prices based on the best value for money of items requested. (Financials)
- Financials must be on the company letterhead
- Registered general supplier companies in furniture (Preferably)
- Adherence to technical specifications is requested. (Technical)
- Quality of the product. (Technical)
- Delivery Lead-time. (Technical)
- Similar past experiences with NGO/UN agencies. (Administrative)
- Availability of physical presence (Operational Office/shop). (Technical)
- Payment Terms and Conditions. (Technical)
- Validity of the offer. (Administrative).
Additional Information:
- In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours.
- Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting the performance of the contract or distorting competition.

Order of Arranging Documents:
- Administrative and technical documents should be put in the same envelope and marked “Administrative and Technical”
- Financial offers should be placed in a different envelope marked “Financial offer”
- All copies are placed in a sealed, non-identifiable envelope.
This sealed non-identifiable envelope shall be titled "Tender for the Health Maintenance Organization (HMO) Services: ITB-2025-0430".
Note: Only bidders that pass the Administrative and Technical evaluation will proceed to the Financial Evaluation.
The tenders can be submitted through the following:

- Whichever format is chosen, offers must be received by no later than 12th October, 2025 at 5:00 PM.
- Late bids submission will not be accepted, and will be returned to the Proponent or discarded. Also, all bids will be irrevocable after the Call for Tenders closing date.
Content of Tenders:
- The Tenderer must provide all the documents provided by NN in the tender package with other documents requested by NURU NIGERIA, in compliance with the requirements set out.
- The proposal shall include, as a minimum:
- NN Supplier registration form and Code of Conduct duly completed. These NN forms should be completed with all required information, and the below to be provided accordingly.
- Proof of company registration in Nigeria (CAC certificate);
- Proof of being a registered supply company
- Current Tax Payment Certificate;
- Quotation or detailed Price offer.
- Prices offered must be in Nigerian Naira currency.
- Only Unit price with WHT included will be accepted.
- Quotation must have a date and validity
- Quotation must mention the mode of payment.
- Nuru Nigeria’s Code of Conduct is filled and signed by the duly authorized person.
- Experience of working with INGOs and/or UN Agencies with two (2) relevant employees of such organizations as a reference.
- Proof of similar services previously rendered (e.g., award letters, contract completion certificates)
- List of current clients receiving HMO services, with contact details.
