In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

Currently 466 national and 63 international employees, 37 regional staff, 4 integrated specialists and 3 development workers are working in the country (January 2025).
The Project
Digital Solutions for Sustainable Development in Nigeria (DTC Nigeria) Programme.
The Digital Transformation Center Nigeria is a GIZ project that aims to contribute to the improvement of the capacity of the Nigerian economy to implement digital innovations for growth, through supporting the improvement of the digital innovation ecosystem and the digital transformation of the economy and society. The project focuses primarily on Digitalization, Innovation, Entrepreneurship and Employment. To achieve this, the project works closely with Nigerian actors in the innovation ecosystem such as: National Information and Technology Development Agency, research and academic institutions, innovation hubs, hub networks, start-ups, MSMEs, women, young people, and PwDs. The activities focus mainly on capacity building through promoting participatory policy development and implementation, promoting cooperation among digital innovation ecosystem actors, improving availability of digital solutions and digitalization services for MSMEs, and equipping MSMEs with digital business competencies and youth with labour-market relevant ICT skills for employment.
Responsibilities and Tasks
The Junior Monitoring and Evaluation Specialist within the Digital Transformation Center (DTC) Nigeria focused on digitalization, innovation, entrepreneurship and employment, will cooperate closely with Monitoring and Evaluation Specialist to perform the following tasks.
Support the operationalization and maintenance (up to date) of DTC’s Nigeria planning, monitoring and evaluation system.
Participation in processes related to data collection, maintaining contacts and building networks, preparing,managing and assuring the quality of any evaluation missions.
Processing the monitoring data for the purpose of project steering and preparing internal and external reports and communications.
Support the organization of operational, annual and other regular planning meetings in collaboration with the Team.
Setting up, structuring and maintaining the knowledge management system, and ana-lysing results and lessons learned.
Assist with administrative tasks, communications, knowledge management and event management activities.
Assist the project team in supportive tasks to prepare, implement and capitalize project activities and events.
Required qualifications, Competences and Experience
Qualifications:
Bachelor's Degree in Economics, Statistics, Social Sciences, International Relations, or related field.
Professional experience:
Not more than 3 years of professional experience with national and international organizations in the field of research, donor organization, or development programs.
At least 1 year of professional experience in monitoring and evaluation of programs.
Demonstrated working experience in the digital economy sector, digital technologies and/or platforms
Experience in developing M&E approach, operationalizing and maintaining an M&E system.
Experience with donor compliance and reporting requirements, Stakeholder engagement, facilitation and basis project management skills, are highly desirable
Proficiency in data collection, management and analysis tools and software, including but not limited to Microsoft Office tools, KoboToolBox,
Strong analytical writing skills for M&E reports, briefing notes, and evaluation summaries.
Salary
According to GIZ Salary Scale for Band 4 .
