Team Purpose
Design systems, evaluate processes, and implement sustainable strategies for integrated and quality-focused laboratory service delivery across clinical laboratories, including CD4, GeneXpert MTB/Rif, and RDT for HIV Testing, as well as TB LF-LAM, CrAg, and RTCQI. Ensuring equipment functionality and optimization within an acceptable turnaround time.
Strengthening the eight core components of the Laboratory Systems – Policy, Training and Retention, Quality Management System, Laboratory Supply Chain Management, Sample Referral System, Equipment Management System, Laboratory Information System, and Biosafety.
Organizational Development & Improvement (ODI):
Collaborates with a multi-disciplinary team within the organization to support cross-cutting and systems-level Continuous Quality Improvement (CQI) approaches, and provides direct optimized quality laboratory services in line with National and International laboratory standards, required for clients’ management and program planning.
Job Purpose
The personnel will assist the State Laboratory Lead in designing, planning, and implementing quality laboratory services and any laboratory-related activities; supervising short-term hires under the Unit and coordinating all laboratory day-to-day activities.
Essential Duties and Responsibilities
Support oversight on the functionality and optimization of laboratory services, as well as laboratory-related activities at the OSS and communities service points
Assist in the design, implementation and monitoring system to assure an efficient documentation of lab documents and records.
Ensure sample collection, sample processing and management, storage, and referral and timely result return are in line with the laboratory quality assurance and program and 3rd ’95 (for VL)
Track result return for VL, EID, and HIV-DRT samples and TAT
The job holder will support the implementation of Laboratory Continuous Quality Improvement (QMS and TB CLICQI) and the deployment and institution of appropriate corrective and preventive action respectively.
S/he will be responsible for implementation of HIV Rapid Test Continuous Quality Improvement (RTCQI) and Recency lab program across all supported testing sites (facilities and communities).
Responsible for the implementation of multi-disease testing for services, across supported programs.
Monitor the existing system for Sample Referral Network across varying levels of healthcare and geographical locations.
S/he will monitor the system for optimal functionality and linkage of the Laboratory Information System (CMM, LIMS-NMRS exchange, consumable tracking).
Review laboratory/lab-related program data and reporting on reportable source documents and internal reporting channels/trackers
Implementation of Advanced HIV Disease (AHD) program - CD4 Testing (flowcytometric and LFA), TB, LF-LAM testing, and CrAg Testing
Liaise for an effective and efficient coordination of Infection Prevention and Control (IPC), WHO IPCAF Assessment, biosafety/biosecurity quarterly audits
Represent the Unit on all laboratory-related activities within the OSS, CBO, and community service delivery points, and serve as a technical resource person
Exercise cultural sensitivity and respect the cultural environment and local community setting.

Prepare progress reports of laboratory activities, lab program implementation, and lab quality issues.
Perform any other duties assigned.
Area under Influence
Overall laboratory service delivery, Rapid Testing Continuous Quality Improvement (RTCQI), CD4 testing, Advanced HIV Disease (AHD) Diagnostic Cascade and Monitoring, Infection Prevention & Control, Biosafety and Biosecurity, monitor laboratory, equipment and ancillary equipment functionality.
Key Performance Indicators and Rocks
Pre-confirmation Rocks:
Complete the traction book and develop a plan from it to better your work and the state lab team.
Prepare on a monthly basis, slides on focused-area achievement for presentation to the central team meeting.
KPIs for monitoring performances:
CMM reporting rate, result return rate on LIMS-NMRS, quarterly consumable stock status report, satisfactory performance at PT program, SPI-RT Audit performance, proportion of HTS_POS receiving CD4 testing before art commencement, average GeneXpert optimization rate, % expiries, VL, and EID result TAT, and result return rate. Percentage performance in EQA/PT program.
Requirements
Bachelor’s degree or equivalent qualification in Medical Laboratory Science.
A valid certificate to practice as a Medical Laboratory Scientist is mandatory.
3 years post-NYSC experience in implementing public health programs, preferably in the NGO context.
Experience in a molecular laboratory will be an added advantage.
Knowledge and experience of laboratory services in HIV/AIDS program, and knowledge of the program, particularly for persons at elevated risk of HIV acquisition, will be an asset.
Familiarity with standards and federal/state regulations affecting the laboratory and laboratory practices
