Job Title: Project Quantity Surveyor

Job Summary
The Project Quantity Surveyor (QS) is responsible for managing all aspects of cost estimation, budgeting, contract administration, and financial control for assigned projects.
The role ensures that projects are completed within budget, meet contractual obligations, and deliver value to the organization while maintaining the highest standards of quality and compliance.
Key Responsibilities
Cost Planning and Estimation:
Prepare detailed cost estimates, bills of quantities (BOQ), and tender documents.
Conduct feasibility studies and preliminary cost analyses during project development stages.
Provide accurate cost advice and forecasts throughout the project lifecycle.
Budgeting and Financial Control:
Develop and monitor project budgets in collaboration with the Project Manager.
Track project expenditures and ensure alignment with approved budgets.
Identify and evaluate cost variances, providing recommendations for corrective actions.
Procurement and Tendering:
Prepare tender and contract documents, including bills of quantities and specifications.
Evaluate supplier and subcontractor bids for compliance, price, and quality.
Participate in tender negotiations and assist in contract award recommendations.
Contract Administration:
Administer contract conditions, variations, and change orders in line with project procedures.
Review and certify interim payment applications, valuations, and final accounts.
Support claims management and dispute resolution processes.
Measurement and Valuation:
Perform detailed measurement of works executed on-site.
Verify and validate contractors’ quantities and progress claims.
Prepare valuation reports and cost reconciliations periodically.
Risk and Value Management:
Identify potential financial and contractual risks and propose mitigation strategies.
Conduct value engineering exercises to achieve cost efficiency without compromising quality.
Reporting and Documentation:
Prepare periodic cost and progress reports for management and clients.
Maintain comprehensive project cost records and documentation for audit and reference.
Provide end-of-project cost summaries and lessons-learned reports.
Coordination and Communication:
Work closely with project managers, engineers, architects, and procurement teams.
Liaise with clients, consultants, and subcontractors to ensure alignment on cost and contract issues.
Support the project team in decision-making through financial and contractual insights.
Performance Indicators (KPIs):
Accuracy of cost estimates versus actual costs.
Timeliness of financial and progress reporting.
Effective cost control and variance management.
Quality of tender documentation and contract administration.
Client and stakeholder satisfaction on cost-related matters.
Qualifications and Experience
Bachelor’s degree in Quantity Surveying, Construction Management, or related discipline.
3–7 years of experience in quantity surveying, preferably in [construction/infrastructure/oil & gas—customize as needed].
Membership or certification with a professional body (e.g., NIQS, RICS, or equivalent) is an advantage.
Proficiency in cost management software (e.g., CostX, Candy, Excel, MS Project).
Strong knowledge of construction contracts (FIDIC, JCT, NEC, or local equivalents).
