Health Promoter Community Engagement Supervisor at Medecins Sans Frontieres (MSF)

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. Médecins Sans Frontières provides assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict. We are recruiting to fill the position below:

Job Title: Health Promoter Community Engagement Supervisor  

Location: Birnin Kebbi, Kebbi

Accountabilities
HPCE Strategy, Activities and Monitoring:

• Actively contribute to the design/adaptation of the HPCE strategy/workplan.
• Lead and follow up on implementation of the HPCE strategy/workplan according to the chronogram.
• Support participatory approaches and regular patient/community consultations before and during implementation.
• Organize health awareness sessions for MSF medical and non-medical staff.
• Support design of health education materials and participatory methods (pretesting, validation, translation).
• Contribute to rapid assessments and surveys.
• Support systematic collection, encoding, and reporting of community feedback and rumours.
• Support implementation of community-based surveillance (data collection, case finding, tracing, linkage to care).
• Plan and organize community meetings (with HPCE Manager).
• Contribute to community mapping.
• Ensure availability of data collection tools, encoding, and quality checks.
• Contribute to data analysis and adjustments (with HPCE Manager) and prepare monthly reports (MMR, sitrep, etc.).

Team Management:

• Contribute to evaluation of the HP team (with HPCE Manager).
• Support development plan for HP team.
• Assess training needs, design, and implement HP team training (with HPCE Manager).
• Supervise HP activities and provide on-the-job coaching.
• Plan and organize HP team activities (HP roster).
• Organize regular HP team meetings.

Specific Accountabilities:

• Mentor, coach, and supervise HP-IEC Officer (ICCM), CHEs, and ICCM CORPs per project objectives.
• Supervise and mentor HP-IEC Officer (ICCM), CHEs, and ICCM CORPs on health promotion and community engagement.
• Identify, organize, and conduct HP trainings for ICCM CORPs and MSF HP staff (with HPCE Manager).
• Manage leave plans for HP-IEC Officer (ICCM).
• Conduct performance evaluations for HP-IEC Officer (ICCM) (with HPCE Manager).
• Ensure HP-IEC Officer (ICCM) and ICCM CORPs use MSF-approved tools per protocol.

Community Engagement and Coordination:

• Identify and map key actors in ICCM sites and communities.
• Coordinate and lead meetings with community gatekeepers and key actors (formal/informal authorities).
• Serve as focal point for networking with these actors.

Implementation of HP Activities in ICCM:

• Implement and monitor HP activities (hand washing, health education, mapping, ORS/food/ITN demonstrations).
• Plan and share weekly movement plans (with ICCM Supervisor).
• Conduct health awareness sessions in the community, TFCs, and among MSF staff.
• Participate in HP and ICCM meetings.
• Conduct qualitative HP assessments and surveys.
• Lead ICCM service promotion, social mobilization, and acceptance (with ICCM CORPs and community mobilizers).

Data Collection and Analysis:

• Collect, clean, and share ICCM (HP) data with HPCE Manager and Data Supervisor.
• Contribute to analysis and reporting of HP data (monthly, quarterly, annual).

Community Feedback and Relations:

• Gather community perceptions, needs, and feedback to ensure activities are community-friendly and accepted.
• Collect, collate, and share feedback and rumours with PMR, HPCE Manager, and FC.
• Share regular updates on activities, data, feedback, and suggestions in monthly meetings (community, MSF staff, ICCM team).

Security and Operations:

• Provide regular updates and feedback to the operations team on security in Kebbi State.

Minimum Required Skills and Qualifications
Education:

• Essential: Bachelor’s Degree in Public Health, Social Sciences, Education, Community Health, or Behavioural Sciences.

Experience:

• Essential: Minimum 2 years’ experience in health promotion, team management, and program implementation.
• Familiarity with local health systems, cultural practices, and public health challenges.
• Ability to train and mentor frontline health workers (e.g., health promoters, community health).
• Desirable: Experience in qualitative methodology and/or with MSF or other INGOs.

Languages:

• Essential: Local languages (Hausa, Fulani, Suru).
• Desirable: English (mission language).

Technical Skills;

• Basic knowledge of Microsoft Outlook, Excel, Word, and PowerPoint.
