Summary
The Nigeria National Plastic Action Partnership (NPAP) launched in 2021 as a partnership between Global Plastic Action Partnership (GPAP) and the Government of Nigeria, with the Federal Ministry of Environment as the country's focal agency.
Nigeria NPAP is GPAP’s second national partnership on the continent and plays a central role in supporting the government and the private sector in achieving their circular economy targets.
The partnership has cultivated an active and engaged community of leaders in the country eager to tackle plastic pollution. Nigeria's NPAP is pivotal in engaging with the community on the ongoing conversations towards a global plastic treaty, encouraging multistakeholder dialogues on local and worldwide scales. NigeriaNPAP has also developed the National Plastic Action Roadmap, which presents specific system-level interventions designed to enhance plastic circularity in Nigeria and tackle challenges throughout the entire plastic lifecycle.

Presently, the Nigeria NPAP Secretariat is aiming to develop a Financing Roadmap for Plastic Action in Nigeria to 2040. The Financing Roadmap is expected to provide analysis, a financing estimate and related recommendations on unlocking financing for plastic action in Nigeria to 2040; and to set out the expected work plan and follow-up actions of Nigeria NPAP and its Innovation and Financing Task Force to promote and support effective financing for plastic action.
Accordingly, PIC intends to contract an organization/firm to develop the Financing Roadmap.
Responsibilities
The consultant, in cooperation with the Federal Ministry of Environment, Nigeria NPAP Secretariat and the GPAP Secretariat, will be responsible for the following tasks:
Conduct a desk review of relevant national policies and programmes related to plastic action in Nigeria, the Nigeria NPAP database of stakeholders and activities, the National Action Roadmap, baseline data and system change scenarios and other related plans and financial analyses/estimates on addressing plastic action in Nigeria, and the status and expected contents of the Global Treaty on Ending Plastic Pollution. The desk review will inform the development of the research methodology and ensure a solid understanding of the context and existing knowledge gaps.
Provide technical support in constituting and activating the Financing Task Force, ensuring competent and adequate representation.
Develop the preliminary framework and propose the detailed methodology for completing the Financing Roadmap to achieve Nigeria’s plastic action targets to 2040. The proposed methodology will identify expected consultation and validation processes with relevant stakeholders including individual interviews, groups discussions, workshops and meetings (in close collaboration with Nigeria NPAP and the members of the Task Forces).
Present the results of the desk review and the proposed methodology to the Innovation Task Force, the Financing Task Force, the Federal Ministry of Environment, Nigeria NPAP Secretariat, Nigeria NPAP Steering Board Committee and GPAP Secretariat for review and discussion.
Refine and finalize the proposed methodology based on feedbacks.
In line with the agreed methodology, undertake consultations and related processes with relevant stakeholders and develop the draft cost estimates for required financial investments, 2 analysis of financial sources and instruments that can be leveraged to unlock financing, and recommendations on unlocking financing for plastic action in Nigeria to 2040.
Present the draft detailed cost estimates, analysis and recommendations for required financial investments to NPAP Secretariat, FME, the Task Forces members, GPAP Secretariat (and steering board) and key stakeholders for validation.
Categorize interventions and financing recommendations by upstream and downstream priorities for clarity in the roadmap.
Prepare the full draft Financing Roadmap report based on and reflecting the results of the previous tasks.
Present the full draft Financing Roadmap report to NPAP Secretariat, Steering Board, FME, the Task Forces members and GPAP Secretariat for review and comments.
Revise and finalize the Financing Roadmap report and presentation.
Qualifications / Requirements
A reputable individual or organisation with a proven track record in researching and developing financing roadmaps for national-level policies and action plans.
Experience in cooperation with the Government of Nigeria, international development partners and business associations, especially on national sector-wide, multi-sectoral and multi-stakeholder programmes, investment and financing plans.
At least 10 years’ work experience in the field of development related to development economics, environmental economics, solid waste management, including plastic and municipal waste management.
