Mission / Purpose of the Job
The General Manager, Technical and Operations is responsible for the strategic and effective leadership of safe, efficient, and reliable refinery operations and associated utilities.
The role oversees crude receipts, production, maintenance, engineering support, and process optimization, ensuring plant availability, equipment integrity, and full compliance with health, safety, and environmental (HSE) standards.
The GM Technical and Operations provides visionary leadership across all technical units, operations, maintenance, production, engineering, and HSE to drive operational excellence, sustainability, and continuous improvement.
Job Responsibilities
Provide strategic and operational leadership for all refinery technical functions, including crude oil receipts, refining processes, utilities, and product dispatch, ensuring safe, efficient, and reliable operations.
Oversee maintenance activities across the facility to ensure asset reliability, integrity, and equipment uptime.
Drive process optimization and reliability initiatives to enhance throughput, reduce costs, and maximize plant availability.
Provide technical leadership for reliability and integrity management programs across mechanical, electrical, and instrumentation systems.
Supervise engineering design reviews, technical studies, and capital project execution to support plant expansion and improvement.
Lead turnaround and shutdown planning, execution, and post-maintenance commissioning to minimize downtime and optimize performance.
Ensure process safety and operational risk management practices are effectively implemented and adhered to.
Oversee technical procurement recommendations, ensuring quality, cost-effectiveness, and timely delivery of materials and equipment.
Manage power generation and distribution systems, ensuring reliability, energy efficiency, and sustainability.
Oversee water sourcing, water treatment plants, cooling towers, and fire water systems to guarantee continuous utility support to refinery operations.
Monitor and report on key technical and operational performance metrics, identifying gaps and implementing corrective actions.
Build and mentor high-performing technical teams, ensuring succession planning, continuous development, and a culture of accountability.
Promote a strong culture of safety, compliance, and continuous improvement within all technical teams.
Drive energy efficiency, sustainability, and environmental stewardship initiatives across technical operations.
Define, implement, and enforce policies and procedures governing technical operations in alignment with company standards and regulatory requirements.
Requirements
Bachelor’s Degree in chemical, Mechanical, or Petroleum Engineering, or a related discipline
Professional registration with COREN (Council for the Regulation of Engineering in Nigeria)- mandatory for approval authority on technical and engineering activities.
Certification in Project and Reliability Management, such as: Project Management Professional (PMP®) or PRINCE2® Practitioner, Certified Maintenance & Reliability Professional (CMRP®) or Certified Reliability Engineer (CRE®) would be an added advantage
Master’s degree in engineering management, Operations, or Business Administration is an advantage.
Health, Safety and Environment (HSE) certifications, such as NEBOSH International General Certificate or IOSH Managing Safely, Process Safety Management (PSM) training accredited by OSHA/API would be an added advantage.
Postgraduate qualification (M.Eng., MBA, or MSc in Engineering/Operations/Management) is an advantage.
Minimum of 18 years of progressive experience in refinery or large-scale process plant operations, including at least 5–7 years in senior technical or executive management.
Proven track record in leading multidisciplinary teams across operations, maintenance, engineering, and HSE functions.
Proven ability to develop and execute technical strategies, manage OPEX/CAPEX budgets, and drive organizational excellence through innovation and effective leadership.
Demonstrated expertise in process optimization, reliability and integrity management, and turnaround/shutdown planning and execution.
Strong background in project management, asset reliability engineering, and continuous improvement initiatives aimed at maximizing plant availability and efficiency.
Extensive experience ensuring regulatory compliance, operational safety, and environmental performance in line with local and international standards (API, OSHA, ISO, NMDPRA, NUPRC).
