Center for Community Development and Research Network (CCDRN) is a local Non-governmental organization (NGO) in Nigeria with its head office in Kaduna. CCDRN partners with communities, philanthropists, government, and donors to provide sustainable community development services in the areas of conflict resolution, peace building, economic empowerment, agriculture, health, education, and governance. With funding from humanitarian donors, programs are implemented to engage in several interventions, including but not limited to food assistance, livelihoods, cash transfers, and capacity building of humanitarian response actors.

Job Title: Quantity Surveyor (QS)
Locations: Kaduna North, Kaduna and Yobe

Position Summary
The Quantity Surveyor provides technical expertise in cost management, procurement, and contract administration for CCDRN's infrastructure and solar energy initiatives.
This includes preparing cost estimates, developing bills of quantities, managing tenders, overseeing contract execution, conducting value engineering, and ensuring financial control throughout project lifecycles.
The position requires a strong foundation in quantity surveying principles, knowledge of construction and solar PV project costing (including materials, labor, equipment, and overheads), and the ability to work effectively in both an office-based planning capacity and a field-based monitoring/support capacity across diverse and potentially challenging project environments in Northeast Nigeria and surrounding areas.
Conduct detailed site surveys and quantity take-offs for potential infrastructure and solar installations.
Prepare accurate cost estimates, budgets, and Bills of Quantities (BoQ) for solar PV systems and related infrastructure projects based on design specifications and site conditions.
Develop comprehensive tender documents, including technical specifications, pricing schedules, and contract conditions.
Ensure all cost plans comply with relevant Nigerian building regulations, international standards (e.g., FIDIC, CESMM), and best practices for construction and renewable energy projects.
Evaluate and recommend cost-effective materials, technologies, and suppliers (e.g., solar panels, inverters, cabling, structural components) based on project needs, market analysis, and value for money.
Tendering & Procurement Oversight:
Manage the tender process, including issuing invitations to bid, evaluating proposals, and recommending awards for contractors and suppliers.
Review contractor bids and methodologies for adherence to scope, cost, and quality requirements.
Conduct site visits to verify quantities, progress claims, and variations against contractual agreements.
Oversee contract administration, including processing interim valuations, change orders, and final accounts.
Approve payment certificates and ensure compliance with financial controls.
Project Monitoring, Cost Control & Optimization:
Develop and implement cost control mechanisms, including variance analysis and forecasting for ongoing projects.
Provide expert support for resolving cost-related disputes, claims, and variations across project sites.
Analyze project financial data (e.g., actual vs. budgeted costs, cash flow, profitability) to identify savings opportunities and risks.
Oversee or conduct audits of project expenditures and recommend cost optimization strategies.
Assess the financial viability of existing installations and propose budget adjustments for upgrades or refurbishments.
Technical Support & Capacity Building:
Serve as the primary resource within CCDRN for quantity surveying and cost management expertise.
Provide guidance on procurement and financial matters to project managers, engineers, and field staff.
Develop and deliver training on cost estimation, tendering processes, and financial reporting for staff and partners.
Stay abreast of advancements in quantity surveying tools, construction costs, and best practices in the renewable energy sector.
Documentation & Reporting:
Maintain accurate financial and contractual documentation for all projects, including BoQs, tender reports, contract agreements, and cost databases.
Prepare regular reports on project costs, budget performance, procurement activities, and financial risks.
Contribute cost-related input to project proposals, feasibility studies, and donor reports.
